These have been extracted from Notch's tweets and other info and such. They will only not become true IF Notch decides to change them on his own. If you notice something else, post it here with proof and I'll add it.
1.) Hell is for traveling quickly. You can walk a few spaces in hell, and end up many spaces somewhere else.
2.) Notch has stated that Hell is going to be like the book Wheel of Time.
3.) Hell WILL use a portal system.
4.) You CAN build in Hell. You cannot build anywhere that would take you beyond the limits of the map.
5.) The terrain itself is dangerous. There will be new monsters to add to the danger, but it's confirmed you could die on peaceful.
6.) There are blocks unique to hell. As is hellish stone and such.
7.) Notch has not decided whether you can yet build portals or if they will be dungeon rewards. He says there are technical issues with each.
8.) You may possibly be able to create an underworld train system.
I personally am most excited about the new blocks. New brand new colors for us to mess with. If in your research you find something new let me know with source and I'll add it.

Aww, I was hoping we'd get some sort of new craftable tool that would let you switch to and from Hell at any time/place, and then Hell would just be like the real world in miniature. And on fire.

The wording says we cannot use portals after a certain distance from portals. This would imply that we have to be close to them to use them. This seems so obvious that the reverse makes no sense (we can use portals when we're not close to them?) Why would he have to say that we can't use portals away from portals?? I'm confused!

Ooh, I think I get it. So we can't go through portals that are too far away, because the corresponding portal on the material plane hasn't been generated yet?
Another question then, someone may be able to answer. Is there a direct correlation between hell and the material plane, in terms of coordinates? That is, assuming a 1:10 ratio like we have been, does 10m in hell always equal 100m on the material, or do the portals come out to arbitrary and random places?

They'll probably be partially related, since they need to always closer in the hell world. I doubt he'll be very strict with the topography, though.
How is he going to prevent people hellgating through walls? I don't want to spend time building an impenetrable wall and then putting an ownership flag on the whole area so no one can break my blocks, only to have someone appear out of nowhere inside!
