Of course. I start from scratch after every major update. I have some of my maps with structures I spent a lot of time making saved, but I never play them anymore, so they may as well be deleted. Once I'm so well established on a map that there's no risks and I'm just making addons to my impenetrable fortress of doom, I start to get bored anyways.

It is very likely that old maps will be compatible with new ones. And the generator uses the current update to generate new chunks.
Thus, go into a map editor that can delete chunks, trim off everything in your map except for your base, then load it back up in-game, and it will reload all that area with the new blocks, etc. Probably.
So it might not matter how far you have or have no explored yet.

My tower and spawn is in the middle of 4 mountains that have overhangs. I have bridges leading to the mountains. I'm gonna set up a bunch of TNT on every floor with a redstone powered button on the tallest mountain. Then I will see a month and a half of work disappear.
Keeping my current main world because it has some cool features, but I'll be starting a new one as well. I can't give up my mountain fortress-in-progress just yet.

I start a new world every time a major update comes out, but play on all my older ones, too. When the Halloween update is released, I'll have two worlds. You know, in case dying torches turns out to suck.
I don't know about you guys but come Oct 30 I'm having my internet shut off so I don't accidentally get auto-updated. I like the "retro" minecraft mechanics and my old maps too much. I already got the appointment with the cable company.

If I had explored farther around my home base, I would probably restart. As Is, I don't think I will have to go far to make some new map spawn with the new resources.

I don't think this is as good of a choice. Although you could certainly try it both ways.
Reason: There is some chance that even with biomes, the terrain height could be generated in the same way. If so, you would be better off trimming an existing map down, because then the newly generated chunks would match up on the edges. Whereas copying and pasting your base into a new map will never have the edges lining up.
If biomes affect height of the landscape as well, though, it would be equivalent either way. (Neither way would match up)

Of course I'll start over! Biomes, ghasts, hell dimension, survival multiplayer ( yaay!), torches that light off... oh wait. But I surely won't delete my save this soon, as I only have one.
I'll stick with my old world for awhile. I can't remember if Notch said this would be integrated into current saves or not. I haven't spread out much, so a lot can be generated based on updates. Either that, or I'll use MCEdit to save some of my older work and start again
