Ok, so my friend in the Netherlands has set up a online server for himself and friends. I can join and it runs fine but I have a delay on things I do and my ping is 150-200. I can't figure out how to fix the delay and lower my ping.
My computer:
Dell Inspiron I9300
Intel(R) Pentium(R) M Processor
2.00GHz 1.60 GHz, 2.00 GB of RAM
Yes, I know it's a pretty old and weak computer but it's got to do with my connection, not my system itself. If anyone knows ANY solutions to this problem, all help would be appreciated.

use an ethernet cable instead of wireless. Turn your computer power settings to high performance. not much you can really do about latency besides removing as much as you can between you and your modem. depending on your isp you can see what they can do on their end such as switching what node you are connected to and such.
