Red Dragons have been hinted about since 1.0 and everyone I know has been anxious for them to be in game.
Unfortunately, Jeb has mentioned that Mojang is having a hard time coding a dragon that couldn't pass through blocks. Minecraft has taken several things from mod creators in the past and sometimes worked with them to create something, including pistons and horses. I suggest to Mojang, that they work with BarracudaATA, the creator of the Dragon Mounts Mod. The tameable dragons in that mod are amazing you can hover in mid air, and your dragon will put its tail down and flap its wings up and down instead of gliding. I know it sounds lame but it could really quicken the amount of time it takes to code red dragons.
Seems like a sound suggestion, though I've not used the Dragon Mounts mod to know how well it work. Red (or indeed any colour) Dragons would be cool, but I think players would like to see any new mobs as long as they are implemented properly. I say you at least tweet @jeb about it, it'll give him something to consider; although if I were him and thinking of way to bring dragons into the overworld, I'd be checking out as many mods as possible, even just to get inspiration.
If Mojang were working on a MOD API instead of the apparently very limited Plugin API, it may have been easy for Red Dragons and Aether Dimension to be added, however I don't think we'll see a Mojang-made Mod API, so I hope the modding community is preparing something on the sidelines. Maybe my understanding of either API is flawed..

It was Notch's decision to follow through with the End instead of a very preliminary idea for a sky-based dimension. All Jeb did was continue on with Notch's decision by respecting it.
Jeb hasn't shown interest for red dragons, so they probably won't add them. Besides, someone could easily spawn camp people with protection 4 armor and a red dragon in SMP. It would destroy the balance (Or what's left of it, I guess).

Not only are we missing Red Dragons Mojang is also missing the following: pandas, fish, pigmen, giant (kinda missing)

I don't think they even mentioned pandas. Pigmen were replaced with villagers, fish, i don't really know about, and mojang never said they'd add legit giants, either.

The reason why the developers have not added any other dragons into the game yet is because they weren't able to create an artificial intelligence for them to behave the way they envisioned. Notch wanted dragons to be capable of breathing fireballs and to have superior pathing skills before introducing more into the game.
This is why the current Ender Dragon tends to flail around clumsily and has to resort to crashing into things to kill them. BarracudaATA is skilled at making entities in the game able to be mounted with new animations, but he may not have much or any experience with creating believable AI.

How exactly was this accomplished in the Xbox version then? I assume 4J are operating on the same engine as PC Minecraft.

I've never played the Xbox360 version myself, but I had a look at a video of it on Youtube.
Looked to me like it had pretty much the exact same AI as the PC version but with some Ghast fireballs tacked on. Seems like something Notch and Jeb could've patched together themselves if that's what they wanted out of their dragons. You also have to remember that it's much easier to make a mostly functional dragon encounter when you give it a personal sandbox to play in.
The Ender Dragon is active immediately after you first zone into The End for the first time, which means that players are most likely to kill it before actually changing the landscape in The End dimension. This means that the only thing the dragon has to avoid are a few pillars in static locations which isn't too difficult. Red Dragons on the other hand were intended to be added to the Overworld, which means that it would have to be able to navigate not only randomly generating terrain of various heights, but it would also most likely have to be able to path in and around player created structures as well.
I imagine they would also want to have a fireball mechanic which is unique to dragons as well rather than just being copied from ghasts.

Fish are going to be added, they were going to be added in the Halloween Update but Notch was rushed. The giant was never going to be fully added, they tested it in the Survival Test but it was too OP. Pigmen were replaced with Villagers, and panda's were never a truly serious idea. in fact if I was them i would also get the guys that worked on the aether dimension mod that things is amazing
You'd have to cut back on some of the mod's aspects to prevent too much lag and create more sound gameplay.
I think the Skylands dimension that eventually became The End was originally intended to be something like the Aether dimension.
