Alright, lets look at this objectively. Here's a summary of reasons why it could and could not be in certain dimensions.
Overworld
+Fits in with the theme of some Overworld mobs, such as skeletons and zombies.
+Targets and kills passive mobs, which only exist in the Overworld.
-Overworld does not need a boss mob or any new mobs.
Nether
+Nether could use a boss mob or more content.
+Passive mobs can now travel through portals, which means, if it was in the Nether, it could attack them.
-Does not fit the theme of other Nether mobs, is not firey (Zombie pigmen are the exception that proves the rule)
*Resistant to fire, which fits with other Nether mobs, but could just be so that players can't dump lava on them and easily kill it.
The End
-The End already has a boss.
-The End exists only for that boss.
-The boss battle there should be made harder by making the boss harder, not by making another boss.
-Boss health bars would interfere with each other.
*Wither is dark and scary, like Endermen, but are dark and scary in a different way.
New Dimension
+The Ender dragon got it's own boss chamber dimension, the Wither could too.
-Devs have stated a number of times that they do not want to add a new dimension until existing ones (Nether) have been improved.
-The Ender Dragon is far more destructive than the Wither, justifying it's own dimension more.
-We already have two dark dimensions, we don't need a third.
Also, this is a popular idea: Summoning
+Could work, and is a unique take.
+Would make sense so that players do not come across it before they are ready
-Could summon it in way that makes it easy for you to kill or exploit.
Well, of all the additions so far what has changed in the nether? Only the portals (which are both in the nether and overworld, and also effects end portals). The only addition that we do not know about is the Wither, so either that is going into the Nether, or they have something else in the works that they have yet to mention.
One way or another, something big is coming to the Nether, and I love love the Nether. . .
Now that is more then one boss in the game. The Ender Dragon is pointless.
We have lots of bosses in Mario and it doesn't make Bowser pointless... e.e

i have never heard of the unknown block you say people dont know what its for what does it look like?
... Perhaps it exists in all three worlds then. Three heads, three worlds, attributes of creatures from all three worlds... and if it drops something related to the beacon blocks, it'll need to be something that you can kill more than once. Maybe it's more of a miniboss.

The Wither has three heads, the two side heads are the Nether and the End (These are the heads that shoot Wither Skulls, and the End and Nether are hostile worlds), the middle head represents the Overworld.
The Wither has a similar color scheme to the enderman, it shoots projectiles and behaves similarly to a blaze, and it is undead like Overworld skeletons and zombies

No one ever understands what that phrase actually means. What "exception that proves the rule" means is an exception that defines a rule. In other words, if you see a sign stating you are aloud to do an action provided a specific circumstance has been met, it allows you to reason that outside that specific circumstance you could not perform this action. It's difficult to appropriately explain in pure text; wikipedia does a better job of that than I. The point is that that is not how you use that phrase, and the Zombie Pigman's existence is evidence that the rule does not actually exist rather than proving it does.

While I'm not saying it won't spawn in the nether, I don't think that this tweet was really a hint to it spawning in the nether, because, if you look closely, you'll see he not only mentioned the nether, but the end too. In his next tweet, I don't remember it exactly but don't feel like looking it up again, I recall him saying something referencing the overworld too (saying that something went over (-world) the guy's head, or something along those lines). Due to the fact that he kills passive mobs, I think he'll spawn somewhere with passive mobs. Maybe he won't actually spawn until you activate something or do something to summon him, who knows?

I think that confirms it, the Halloween update is when we first got the Nether, so another Halloween update. . . Means more Nether.
If he didn't say "the Wither is going in the Nether", he didn't confirm it.
But it is more evidence in favor of it being a Nether boss.

The unknown item looks like a star, and the "unknown block" is actually a enchantment block, which provides you powers :3
