I think I have figured out the work in progress block in the newest snapshot, apart from functioning as a beacon it can also give you lasting effects (to my knowledge don't die out). Here I show you how to activate the Block and how I presume it's going to be used
When you create a 3x3 platform of Gold, Diamond, Emerald or Iron beneath the block it activates by sending a beacon of light straight up going through all blocks in its path to sky limit. When done so you are able to select either one of the effects on the top row. (Speed and Haste.)
Now create a 5x5 platform beneath the 3x3 and you have access to the second row of effects. (Resistance and Jump.)
If you create a 7x7 under the 5x5 under the 3x3, you now have an extremely expensive pyramid with a light beacon. But you now have access to the last effect, strength. Always having a strength effect to your character my come in use with enchanted swords as everything could be a one-hit-kill.
To activate each effect you use one of the required elements below the effect chart (Emerald, Diamond, Gold or Iron ) and click the check mark. You will be given the effect for what seems to be 10 sec, but the timer continues to restart and restart creating an unlimited effect to one's self. (Supposedly) I tried the effect to have increased jump and was promptly given an Internal Server Error that locks your world even if you change minecraft versions, so be careful.
I hope this helped anyone looking to find the meaning of this block and if I was wrong in any part of this please inform me, I'd love to know anything this new block can do.
EDIT: It appears that the jump effect error is not universal, so feel free to try it as you please. Also remeber that the pyramid must be solid and not hollow, it will not work otherwise. It also appears that you can only have certain combinations of effects at one time (you can't have all effects at once). You may be able to obtain 3 of the effects at once, but other times only two, based on this there might be a point system based on effects if anyone wants to mess with that.
EDIT #2: It appears that using Iron, Gold, Emerald and Diamond as the pyramid don't have any effect what so ever, however using the different sizes of pyramids will affect the range (3x3 being the least and 9x9 being the most.) This was found by kourebos, who indeed fixed his info about it (thank you). Also a user by the name of Arkose found out the effect is only unlimited when in a certain number of blocks, when you go out of range the effect leaves but when you go back into range the effect is renewed.
Also I forgot to mention the 9x9 square (mentioned by IIIIIPRODUCTIIIII) this gives you the ability to use the regeneration feature. Thanks to all of the people who are helping uncover the features of this new block
I told my friend about the block and he didn't get the error either, it's probably just from my end I guess. I also want to test if the different ores affect the effects in any way.

The jump affect does give the server lock error. Thankfully I tested in a random flatland world.
You left out the 9x9. The 9x9 activates the secondary (heart) power. 7x7 does not. Anything below 9x9 only unlocks the first tier things (Speed/Haste-Strength).
You are mistaken about the effect being permanent. The effect is only renewed while you are within a certain number of blocks of the WIP block. Once you move out of its range the effect wears off and will not return until you move back into range.

You may have selected the jump effect while you were flying, this seems to create the internal server error, as far as I know, there is no way to re-enter your world (the same thing happened to me). If you find out help would be appreciated.

This feature is a bit unnecessary. Of corse it's a work in progress and of course there will be uses but my personal opinion is that the effort put into it could've been put into a new mob or some simpler things.
Only a very small percantage of the minecraft community knows how to brew potions and I fear this will be another feature that will stay unused by most of the minecrafters.
They should've made the temples be guarded by a mob, not by TNT or dispensers. After you discover one temple the next is only free loot !
I agree with a lot of what your saying, but this may come into play in adventure maps where you can only have certain effects in certain areas. It would be a cool idea but not very useful for ssp or smp, however, like you said, it's work in progress
I plan to use this block for a pyramid beacon when, and hopefully, you can turn it off by redstone. When I am on a server, I will give people 5 blocks (if I am admin) and if they are in trouble they can flash it on and off, depending on the range of the beacon

You already can actually: if you use a piston to remove either any one of the blocks at the 3x3 layer or use a piston to move a block above the beacon block (thus blocking out the beam), the beam of light (and effect) is lost. Pushing the block back reactivates both the light and the selected effect :).
You may want to add that using different blocks increases or decreases the range depending on the type of block used.
