When you download the new snapshot, it comes in a ZIP file rather than JAR. Extract the ZIP file and you'll see two folders called "bin" and "server".
As usual, the minecraft.jar in the "bin" folder is what replaces your usual JAR. However, a new step is involved.
You have to create a new folder called "server" in your ".minecraft" folder and drag the contents of the "server" folder from the ZIP file into this new folder (or you can simply drag the "server" folder from the ZIP file into the ".minecraft" folder).
As well, when you "Save and Quit" your worlds, it will be "Disconnect" instead. And, unsure if it's a bug, the game doesn't actually pause while in the escape menu.
Man, I'm new to minecraft, and was excited about these snapshot things, but not so sure I wanna download them now.... I have to be able to pause my game! Maybe they will fix it in the next snapshot.

If you set it up per OP I had no problem with server list disappearing. I first connected it to a vanilla 12W18A internet SMP server (test server related to a server I frequent) and that worked fine.
I wasn't quite sure how to connect locally, but if you do SSP it starts your local server and should connect to it. But it is not on the regular MC port (probably picks a random high port). You might want to give java more RAM than you are used to, but I was already giving mine a straight 2G since shortly after 1.2, so that was no problem. I don't know how it works with the usual client 512M (initial) 1024M (max), but it would probably work with 1G for both. It seemed to be using around 700 MB. Also multiple cores probably work best (I have i5 650 3.2 GHz w/8 GB running 64-bit Ubuntu 11.10 Linux).
If you want others to be able to join the server, either you need to run it separately as a normal server, or at least add some settings in server.properties file once it has run, like:
level-name=world (or whatever if separate server, can have spaces in world name) server-port=25565 (or whatever port, do not set server-ip) white-list=true (to limit who can connect) online-mode=true (so users are actual logged in minecraft names)
and add your MC name to ops.txt
And of course on your router you would need to properly forward whatever server-port you set to LAN IP of PC running the server. Give other users outside your LAN your public IP (or use a dynamic DNS service so a fixed name resolves to your public IP). Anyone on your LAN would likely need to connect to LAN IP of server, because most routers will not route LAN2LAN via public IP to avoid IP spoofing.
PS: Apparently (for now at least) you may need to properly run the minecraft-server.jar as a separate server per the wiki for others to join (and connect to it as Multiplayer instead of Single), or at least to set a server-port (which did not seem to take effect in single player) instead of ending up with a random port and no security for valid MC names (online-mode does not seem to take affect either in single player). Although, in single player I was able to switch to creative mode (/gamemode 1) with survival server setting by adding my MC name to .minecraft/server/opts.txt

Could you have a Windows or 3rd party firewall blocking it? The SSP server uses a random port on localhost (127.0.0.1), and the port changes each time you run it.

You have toe extract the .jar file out of the .zip file. The minecraft.jar file belongs into your .minecraft/bin folder.
To avoid the error message you need to create a server folder in your .minecraft folder. So that it looks like /appdata/roaming/.minecraft/server ... in this server you have to put a blank minecraft_server.jar...
Just create a new textdocument and let it empty... name it minecraft_server.jar ... so singleplayer thinks it have all it needs to start.

I am as well. Seems this snapshot also wiped out all my server IPs as well as my saved username and password for logging in.
