If you're genuinely interested, and not just trying to score points on the internet, I can explain to you some of the specific characteristics of the proposed toggle block that are not shared by the other items on your list.
I would like to see the common redstone torch made reliable, so that it always takes 1 redstone tick to change state, its extremely annoying that it doesn't take fixed amount of time that corresponds to the amount of time it takes all other redstone components to change state
I think any movable power source would do redstone good. There are so many dimensions that it could be taken to if power could be easily moved via pistons or maybe even gravity. I build one of the "inchworm pistons," as RegHex was saying, from one sticky and one regular piston. With a movable power source, that could become a vehicle. That could become a block transporter. That could become a trap, a game, a gun, or a communication device. I think portability in general is one of the dimensions that Minecraft is currently lacking.
I think movable chests and dispensers would be very neat. It would definitely be nice to have an automated storage system that doesn't rely just on minecart chests.
I would definitely add the ability to lay glowstone dust on top of redstone dust to make the signal go further. Otherwise, I would add the combination of slime balls with redstone to make redstone capable of climbing walls, but not hanging from ceilings.
I want a golden repeater, a repeater that instead of toggling between 1, 2, 3, and 4 ticks they would toggle between 1, 2, 3, and 4 seconds. They would replace most signal lengtheners and would be great for counters and music and whatnot. I would also like a GUI for noteblocks and more instruments for noteblocks, but I don't think that could be counted as redstone.

No, not in vanilla Minecraft. One request people have had on this thread is to incorporate the Allocator mod into vanilla, which would add that functionality.
Different color wires that do not connect with each other, multi-colored redstone lamps, vertical redstone, maybe pipes and things that can take things out of/put things in chests.

I'm not sure if something similar to this has been said since I haven't followed this thread and I'm not going through 11 pages to find out. I'm not really sure how to describe this but I'll try.
I'd like the ability to craft redstone with any block that isn't transparent(or considered transparent) to make a block with redstone wire built in. It'd look like a regular block. But it'd have the redstone texture on the top of it.
I could power the block and it'd act just like redstone dust. But it would allow you to put wiring in 1 block wide walls without leaving a gap or making you have to have a wall 3 blocks thick to be able to hide the wiring without having to look at it.
Most of the rules of regular redstone would still apply to them. But placing another block on top of the redstone block wouldn't block signals. Unless you were running redstone up a block. But I'm not sure how that would work anyway.
