My answer is D, None of the above. My first three iron usually go towards a bucket, since I'll likely be heading down into the depths very soon and there will be plenty more iron soon enough, but water may be hard to come by. After that I make a pick, to make the mining go faster, and then probably a sword.
I usually go for a bucket. Otherwise, I use it to make an iron pickaxe, because iron is required to mine diamond.
I don't go for armor because it is impractical when iron is sparse early in the game, and I usually don't use it for things like shears until I really have more than I know what to do with. I especially never use iron for aesthetic purposes early in the game, because it is needed for other, more applicable reasons.
If I had nine, I'd probably make an iron pickaxe, an iron shovel, a bucket, and save the last two for later.

Basically, I use iron ingots for making tools. I was using iron ingots to make an iron pickaxe (3), while I use 4 to make a compass. I made the last two into a iron sword. This was on a survival server.
If someone gave me 9 ingots, I would first make a bucket. You MUST have a bucket if your planning on heading down for diamonds, plus you need one to make a farm, which I like to start one early. Then I would make an iron pick, because you also need one of those if your planning on finding diamonds, then I would save the rest for later.
I tend to have a first 8 ingots rather than a first 9 ingots since I always smelt things in multiples of 8 to make the best use of my charcoal.
I make two pickaxes with a bit more iron, as well. I am usually not in a huge rush to get diamonds, gold, or redstone, though.
I almost never use an iron shovel. Stone shovels are fine for me, especially since I dig a lot and break a lot of shovels anyway.
I don't usually use iron axes, either. Since I use TreeCapitator with the "item damage" option turned off, cutting down a tree only takes one point of durability from my axe (the point used to break the bottom block of the tree's trunk), so it's not like I'd be breaking too many of them. However, when I have my steel (from RailCraft) much later on, I like to have a steel axe.
I like iron armor, though. Since I use the "Battle Towers" mod (and like to battle my way up the towers to get the great loot at the top), having iron armor is very valuable for me. I like to save that for later, on, though, when I have more iron.
Once I have redstone, I use plenty of iron (along with copper, tin, and bronze from Forestry) to make machines. Since I use a variety of technology mods, I really, like to save lots of my metal for building machinery. That's why I have those mods, after all.

But-- but-- ...You don't want to use an iron shovel because you break so many stone ones...but if you used an iron shovel instead of stone, you wouldn't break near as many since they'd last that much longer each one...
Personally, I use diamond shovels, at least once I find a blacksmith villager who'll sell them to me.

since the latest update 1.7.1, dark can be more deadly as theres witch spawning on dark, so thats why I make iron sword first
