Statistically, 8 is the best layer for it, but by a microscopic margin. Best mining height is 12.62; Its low enough to get all ore, but high enough that when you encounter lava chambers, you'll be level with them so you can pour water and be on your way.

Also, one of the most efficient ways to mine is to dig diagonally down to 12.62, making sure the stairway is 4 high all the way down. This way you can place stairs that you don't hit your head against the ceiling while descending.
When you get to layer 12, make a 2-tall 1-wide shaft in one straight direction. This will be your main shaft.
Then, make "arms" coming out of that main shaft that are 5 blocks apart, and just make those go out in a straight line as well.
This is one of the most efficient ways to collect ore and cobblestone, and if you are in Extreme Hills, make the "arms" 2 blocks apart instead, for a higher chance of getting emerald.
The Wiki has alot of other mining methods as well.
The best way is to get to exactly layer 12, above lava beds. However, I use a different technique.
I "branch mine each four blocks, then make vein that stretch out 10 blocks. Then I connect the vein sp that any space inside will be seen, making it easier to spot diamond. Also, by doing this you get quite an amount of cobble, coal, iron, gold, and red stone.

This is a good method if you're on your own and know your mine.
Unfortunately, I run a server, and once people start connecting branches the mine becomes an incomprehensible maze.
I try to keep it clean; shaft every 5, torches on the right, have fun.
We dig as far as we can in each direction because it helps open up ravines/caverns, which have a vast amount of easily accessed ore.
Diamond spawns between bedrock and 16. Most people go to 12 for diamonds. It's usually above lava, although you're safer being on 14 if you really want to avoid lava, even though you'll probably get less diamonds there.
From visually looking at old maps with Cartograph G, I can tell you three other things. Diamonds spawn within 5-10 blocks of lava probably 75% of the time, and they are largely random, except for the fact that you will also only get one diamond node per chunk.
Go down to 12, and just dig around, is really all I can tell you; and ideally stay close to lava. There have been a lot of different mining techniques proposed, (with either straight branching, or the more recent coiled branching being the most popular) but whichever way you slice it, it is time consuming, you're flying blind, and it basically comes down to dumb luck.
caves. deep underground caves. branch mining is too boring and takes forever with little to no fun involved.
if you fully explored the cave deeply, you have millions of other caves you can explore. that's how i get my diamonds.
Then, make "arms" coming out of that main shaft that are 5 3 blocks apart
Fixed. No reason to do 5 unless you want to miss out on potential diamond veins.
I get my diamonds by spelunking. That said, spelunking gets rather boring... but the alternative is branch mining. I usually make a branch mine just until I can find caves. It's less effective for diamonds, but it gives you a lot more of the other stuff.
If you want to mine, mine while your feet are at layer 10 (head will be at 12). This means that if you ever run in to any lava caves (guess what? caves layer 10 and under are filled with lava, not generated as lava springs) you'll arrive in an area that possibly contains diamonds without your body immediately containing lava.
I know, but, what layer?

You don´t ask what layer, only "where"
Layer 8 to 13 are the best layers to find diamonds.

Remember that you'll hit lava caves at layer 8. 12 is superior since you arrive just above lava rather than in it's face.
Every 3 is more thorough. Every 5 is more efficient.
You beat me to it.

To me...for 1.2.5 and 1.3 layer 12 is the best!
Or if not...layer 5.
