I have been trying to find a village for a great deal of time now. I've been the nether already but I haven't found a village. The real reason I'm trying to find a village? I can't find carrots! Everyone online says to steal them from a village but how can I steal if I can't find a village?

Bad luck? Possibly. Be sure to keep your eyes open and search far and wide to cover a lot of land. Also, may I ask why you are looking in the Nether for a village?
There aren't any villages in the nether, however, there are nether fortresses. Just look everywhere If you want to find a village, go back to the real world.
You could tamper with the setting's . First: Make a world , go to more world options.
2nd :Chose between Super Flat and Large Biomes .
3rd : Go to customize. , and go to 'Presents' it will say stuff like : 2;7,2x3,2x;1 (ECT.. ) and there will be words like : StrongHold , lakes , villages , biomes , ECT ECT.
4th: where it says village put a _ ( underscore ) then type in 99999999 , or as many as you feel , and there wil be that many villages in the map when you play it =D , same for lakes , strong holds , ect... Hope it helps

Keep exploring for a bit, you're bound to find one eventually.
There is another way for carrots, one rare drop from zombies is a carrot. However, I got lucky with my first village and it was really close to my spawn point. Later I found two more villages by exploring. Try looking in desert bioms and plain bioms. Hope that helped.
Deserts and plains are where villages spawn. Just fully explore them when you find them, and you should find a village eventually. Another to get carrots is from a zombie drop or find patches in jungles.
Plains and deserts are your best bet, thees are the locations where villages spawn, if not stick there at night and fight zombies, lots of zombies, you'll get XP, carrots and potatotes or if you found a zombie spawner keep fighting there you should get some real quick (10-15 zombies you'll get the rare drops)
Make a Superflat World in creative with the same seed as the World you want to find a Village in, and fly around until you find a Village. Write down the coordinates, and go to those coordinates in the actual World, and there's your Village.

Sometimes. But remember that superflat is all plains, so you will get many false positives, where there can be a village (and there is one in the superflat), but when you go to that same location in your regular world it's not a plains or desert biome, and so there is no village there.
I did this once, checked out nine locations I had identified in superflat before I found one that corresponded to an actual village in my survival world, besides the deserted one near my spawn.

Oh is it just potatoes then? I thought they were both supposed to be there (my world is from 1.2.5, and I don't go exploring much anymore, so none of my jungles have them...not even cocoa pods.)

I created a world and didn't realize under Options that villages were disabled. That explained why I couldn't find any!
