Your not supposed to be able to read it. Its dragon language from Skyrim. Im sure theres a mod that translates it though. And you can get better upgrades if you put bookshelves around the enchantment table.
The enchants are random. the wording on the table makes random words using a language from another video game. The words have nothing to do with the enchants.

The enchantments use the galactic alphabet and even if translated into English, or any other language for that matter, would make no sense. The string of words are chosen randomly from a large lists of words.
basically the enchantments are randomized, depending on the number value, by putting bookcases near it, you can get an enchantment higher than 5, the higher the number, the better enchantments you get.
Get as much xp as you can so if you have 20 down the bottom of your screen then put book shelf around the enchantment table (2 - 3 blocks away) and then put whatever you want to enchant in the box, if it isn't a high enough level available then click the item twice and it will show different enchantments, keep on doing this until you get the level of ex that you have. Oh yeah and the whole point is that the enchanting is random so you don't know what you are going to get, it's just luck.

The enchantments are completely random, but their levels are generally higher when you have more bookcases around them. Arrange them so that each bookcase is two block from the table, and on the same level or one block higher.
The text is just random words that you aren't supposed to read. Enchantment is mainly determined by luck. Generally, higher level enchantments are better, so I recommend getting to level 40+, because when my brother enchants his sword with a level 10 enchantment, he keeps getting Bane of Arthropods I, so you should be on a much higher level for anything good.
The writing isn't meant to be legible; translated into english, it would just be a bunch of random words with no relation whatsoever to the enchantment
Enchantments are random. The writing can be translated but would make no sense whatsoever. If you put bookshelves around the enchantment table they become better.

Placing bookshelves two blocks away [A one-block gap in between] from an enchantment table will help. You can replicate this to make a square of bookshelves for maximum efficiency.
