*faceplam* New chunks is the unexplored land you never been there. To get new stuff, walk farther out into the new areas when you update to 1.8.
Start fresh when updates come out (especially ones that change entire aspects of the game [like this one]), or don't play minecraft.
I'm not starting fresh for every update, and I'm still playing minecraft. So what you just stated is false.
I don't really care for the updates anyways, well at least the ones that change terrain generation features. I think that if a major update doesn't have any new terrain generation features, you don't have to start a new world, you can make all the new stuff in your current world. Making a new world and starting fresh isn't going to give you any different of an experience then when you started playing on any other update.

Not that I agree with the whole "You're not playing Minecraft" philosophy, I do start a new world every update mostly because I get bored of my old world and want to try a new experience with a new seed and all that.

You are playing the NEW MINECRAFT with all your OLD MINECRAFT tools and materials and taking a short cut instead of facing the new challenges.
When an update comes out, you must start from scratch to face all the new challenges or else you are just going and exploring new chunks.
