If there were a large fire, then there could be so many items of charcoal it could lag out Minecraft on weaker computers. That's the one pitfall I think with this idea, but otherwise I like it.
If they are going to lag from Charcoal, they would already lag from the Saplings that start dropping from Leaves that aren't connected to Logs anymore and the fire itself.
As for the idea, I don't see any reason to add it (Coal and Charcoal are one of the easiest resources to obtain, and you would probably get more faster if you just went after a forest with a Diamond Axe and smelted the Logs later), but it doesn't hurt anything by adding it so I'm indifferent.

I like the idea, but you really should lower the percentages, because this makes a good griefing tool even better since not only will buildings e burnt down, but lag will also generate because of this
Sounds fair enough. i thought about suggesting to add dead (leafless) and charred trees to the normal world generation and i thought to make charred wood to drop charcoal so it was pretty much what i had in mind.

He means stairs having a 20% chance of dropping charcoal (verses the 15% suggested in the OP)
Griefer catcher just look for the guy that has 3 stacks of charcoal in their chests.
