Currently, Dungeons are basically free loot on peaceful, as you don't have to fight anything to get at it. So I propose a system to change this. (Yes, I know this would make mob grinders work even on peaceful, but I'll cover that in the topic to nerf it.)
Dungeons would spawn monsters at a normal rate on peaceful, however, with limitations:
Blaze spawners will not spawn any blazes at all, must be on easy or higher.
Cave spider spawners would not spawn cave spiders at all, same as blazes.
Silverfish spawners would still spawn silverfish, making it little harder to get to the end portal.
Zombies, skeletons, and spiders spawners would still spawn them, but the mob themselves would be nerfed.
Zombies, skeletons, and spiders that are spawned on peaceful would deal half of the damage they do if they are on normal difficulty. They would also not drop EXP to prevent farming, and would only drop 0-1 of their normal drops, and wouldn't drop their rares, to limit mob grinders. (silverfish would still be subject to this drop reduction, but would still deal their normal damage: half heart.)
This system would help make dungeons be little more challenging on peaceful, while limiting mob grinders. Also, mobs spawned wouldn't venture into the connecting cave, staying within the dungeon's boundaries, allowing you to mine in safety. However, they would go out if there is too many monsters in there, and if being attacked by the player, and chasing them if they dash out, hoping the boundaries would save them. As for skeletons, they wouldn't shoot you unless you attack them or stray into the boundaries. Also, the mobs would go after you if you open the chest by digging into the chest behind it.

Well, that's true, as nothing else besides dungeons would spawn (and silverfish spawners) monsters, but the purpose of this is to add challenge to the dungeons on peaceful not make it harder to find. But the monster sounds on peaceful can be muted, if that makes it better.

So you want to get rid of lava, fall damage, drowning, cacti damage, etc because they add a challenge?
Those don't add any challenge at all. Maybe on modes where you don't regenerate your health rapidly and where you actually lose hunger, but if you die to any of those on Peaceful chances are you don't need any form of actual challenge.

If you want a gamemode in which everything is incredibly nerfed, suggest a stat change to easy mode.

Why Minecraft mobs should NEVER have multiple attacks:
- No other PC mobs do. - Mob behaviour is intended to be simple.
Why you should NOT name new "special ability" weapons as "XXX Swords":
- No other swords have special abilities. - Make a new kind of weapon.

I'll only use hard when it changes from buffed monster stats to different gameplay elements.
Peaceful is for that you don't have swams of mobs ATTACKING you.
Lava, cacti, fall damage, etc, are NATURAL hazards.

Yup. When I first started playing I didn't even know how to change the difficulty and I didn't care enough to figure it out for a few days. I had already watched my friend play (he's an amazing fighter, plays on a lot of PvP servers and stuff) so I already knew how to make a sword and how to fight.

Well..when you say that..maybe is bit useful in Adventure map (Avoid player Cheating) when using Spawner..
I'd be ok with a custom world generation options where everything is an option including which mobs spawn, but I don't understand why you'd want to change peaceful - the whole point is to be peaceful.

I agree with this, the whole point of peaceful is that it isn't a challenge, so adding a challenge to peaceful takes away the entire point.
