And how rare would these islands be? If they're too rare, the majority of the ocean will be unimproved. And if they're too common, you lose the ease of navigating oceans. The OP says as rare as villages...So most of the time, no island, just ocean. And that ocean would be the same as ever.
The ocean is the water. Putting new lands over this water does give a nice detour but just doesn't do much for the actual ocean. I like the concept but real improvement of the ocean requires something more. Fairly misguided intention you've got, just saying. We've got that new underwater vision enchantment so maybe something will come eventually...
Plus, what's the point of the island itself? Sure, we can add it, but why? It'd just be land. We've seen land before. So we get a new "villager"...Woohoo. What do they bring that any other can't? We have enough villagers-that-look-slightly-different-but aren't-that-different. Yeah, they trade different things but that's been done...They need something new or they don't need to be there.
And the dragon...What does it offer? Skin to make shades. Okay. Window shades, right? So we've got whole islands that may initially be neat to find but will become less neat over time...And they offer curtains. That it? (I don't like the dragon thing myself, really.)

Villages are not rare, they are uncommon. Temples are rare. And i said ABOUT as rare as a village, so thats almost uncommon.
Remember though, the biome only spawns in the middle of the ocean, maybe about 200 blocks away from land. So ALMOST uncommon and 200 blocks away from land, thats not to bad if your in a boat, looking to explore.
And if you find one, you will be exploring anyway thats why pu monks and fog and ect, to make it feel like your leading an exploration through "majestic" and mysterious islands.

And there doesent have to be a EXACT REASON to go to the biome, look at a tundra.
What specilties does it have? None. Unless you count snow, (and we can both agree on saying that snow isent a real good reason to try to find a biome.) But wood , and tundras got wood right? So there for, you can go and get your wood from a tundra.
Same with my new idea. It may not have a definate reason you need to find it, but theres no point NOT finding it. Its got things you need to survive with, such as wood, and its own unique iteims.

unique leave coloring for crying out loud!

Good Afternoon Minecrafters.
I like a few of the ideas, but a few of the things aren't really mold able for one spot. like fog is set by render distance, not a block. Waterfalls and lakes are totally random and perhaps hard to mold into a Perfect landscape. As for the Lizards, i see little need.... perhaps the Red Dragons could be roosting on these "HUGE" mountain islands? when it comes to the blossom trees (Assuming Cherry), i think you would need something more than just new pink wood. Perhaps adding cherries? but why would you need cherries?
When it comes to the monks i have a simple idea. Purple Villagers are "PRIEST" so why not fill this small stone Monastery with Priest?
all in all this seems just a way to add a new structure, tree, and (Dragon Roost/Komodos?) and wouldn't really be much of its own biome. if it had a few changes to make it more needed i'd be glad to make some images for you, may even make a tex pack and take screenshots for you.

Trees that are only found in the majestic islands. The size of oak trees with lavender colored leaves. The wood and wooden planks are brown with a pinkish tint. While not uncommon, there are still more oak trees in this biome than flower blossoms. (Except on the mountains.)
