Well, the mob I'm proposing is, yes, spawned in The Nether in a new Generated structure:Nether Quartz Towers (more use for Quartz!). The mob is named *looking at my intro* the Conjurer, and it has 15 <3(we need a Heart Emoticon...)of health.
ABILITIES--->
Minions
It can conjure up Hostile Mobs, like:
Zombie Pigmen (angry upon conjured, 50% chance)
Blazes (30% chance)
Wither Skeletons (15% chance)
Ghasts (5% chance)

... Yeah Notch
It also has a limit to the number of minions it spawns... 20 maybe?
The spawn rate is 1 Mob every 5 seconds.
Supporting Ability
It has a habit of putting buffs on its minions. It can apply just about ANYTHING, but it has a level limit of III

... Stop it Notch. Getting Annoying.
Limits:
only up to 10 minions can have buffs
Up to 3 buffs per Mob only
Ability recharge time: 10 seconds (100 ticks-I think. Correct me if I'm wrong)
Buffs last 20 seconds ONLY, take away 3 seconds per level of Buff.
Attacks & Defense
It has a ranged attack with a range of 10~15 blocks max(maybe?) It deals 1~2 <3(again, Heart Emoticon) of damage, and may cause Knockback.

It has anImmunity to Fire, like all mobs in The Nether should be, and all arrows bounce off it harmlessly, although like a Blaze, it takes damage from snowballs.
The Nether Quartz Towers are rare generated structures that have a 2-thick wall and a central staircase. Along the way, there are rooms full of treasure but filled with Blazes and Wither skeletons. Once you reach the top floor, there is the Conjurer.
In the Tower, it is lighted by Glowstone, but the spawners still spawn the Mobs. The only way to stop it from spawning is by Torches & breaking.
Holy lots of large colored and text and spoilers in spoilers. The name isn't working. Putting a simple "Nether" prefix in front of stuff isn't the best idea. Not the worst mob idea, but still sounds kinda like something picked out of a generic RPG game.

Did some sort of color dye factory explode near the area of the OP's post? Damn. I don't like the name, and I think some of the abilities are overpowered, but could probably be reworked with ease. I wouldn't mind a mob that dropped more types of heads.

The buff power should be less powerful, but also much less limited. The conjurer would make a random action: either conjure something, or throw some random buff at a random something nearby, but especially something actively fighting a player. And this should occur fast enough that you get to see more than one of those buffs being cast before you have time to kill him.
Buffs should occur more frequently than summons, but when nearly alone the conjurer would tend to do a little bit more conjuring of new mobs. However, it should not be so frequent that his summons become an infinite wall of mobs between you and the conjuror.
This is really a cool miniboss, requiring diamond everything and maybe your own buffs to face without too much risks.
I'd like to see it appearing only in it's own structure (i.e. building), so you can actually prepare for the fight, not see it as yet another nether fortress random mob.
The structure should not be a mansion - gack!
Just call it a Nether Temple and make it have lots of quartz blocks and look like a stout tower, from the outside 17 wide by 16 tall. The inside of this 8 sided 2-floors tower would be a very simple layout:
First floor: 3 high 3 wide entrance, then a big room. 15 wide, a 2x2 lava pit in the middle of the 7-wide middle section, then a 4-wide donut shape around (with 8 thin columns around the central section). 5 high all around, 14 high in the middle. On opposite side of entrance, 3-wide stairs going up 3 blocks (under 2nd floor thinner path), then splitting left and right alongside outer back wall into 2-wide stairways to reach the 2nd floor (after another 3 blocks). 2nd floor a donut shaped mezzanine, 5 high also, with a 4-wide path all around, except where the stairway is, where it's only a 2 wide path (between stairs and center section, above first half of stairs). No fences or the like that would prevent falling into lower floor escept for the 8 thin columns (which go all the way from bottom to top). Glowstone blocks for lighting. Lots of soulsand in the roof, which is 2 blocks thick and domed.
To compensate for the fact that lighting cuts down on the amount of spawned mobs, the conjurer starts conjuring up stuff as soon as it's loaded in a chunk, albeit at a much slower rate than when it really goes aggro.
And a single loot chest over the entrance in the second floor.
If I may add my ideas to the pot:
The Quartz Mansion I think should be like an upside down witch's hut that hangs from the ceilings of the nether. Everything else seems alright... But stop sniffing the Staples's free sample sharpies.

I don't particularly think we need a generic RPG mob; I prefer original mobs like Ghasts and endermen.
I admit I can't think of anything, but you might get away with just "conjurer".
And yeah, a "nether quartz mansion" is very... unfitting. Especially for the Nether.
No support as of yet, but who knows what the future will bring?
