What we know is that the Mojang developers are conservative. This is justified, as they have many constraints that they have to work with (compatibility, community expectations, etc). What it means is that they are not about to make huge changes, unless those changes are necessary or will draw in a significant number of new players. Unfortunately, CC is a risky thing for Mojang to work on. It would require a lot of work and could easily break a lot of things, but is not essential¹, and would not bring many more players to the game.
Additionally, I actually think that Mojang are probably waiting for someone to get a mod working (that's not to say that they will copy paste it straight into the vanilla). Kind of like... feasibility analysis and drafting. If someone gets a mod working, Mojang can look at it, see the community response, and get a feel for what they need to do to make Cubic Chunks work how they want. In other words, it will show them what might break, and whether it will be worth fixing.
So in a nutshell; the Dev team is conservative, and CC is not essential. This means that they do not have to prioritize it, and have plenty of room to wait and see what the community can come up with first. Why have three people brainstorm something when you have THOUSANDS of people discuss it and test it for you?
¹ "essential" is the key word. I personally think that CC would be fantastically amazing. However, even though CC would make the game better; the game hasn't done too badly without it for about half a decade.

Holy crap its actually been 5 years. Wow I remember 4chan introducing me to it in indev. Was there a height limit back then? I don't remember there being one seeing as I climbed a forever tall building. How did that version handle lighting?

Well then i think barteks or whoever is working on could possibly release another build when he is done working on it? you know, so the community can take a look for themselves, i mean yeah demo videos are great and all, but it means so much more to actually be able to work with it and stuff :I

Demo videos are only proof that someone is working on a mod. They're not meant to be the end result. If you want to get a working mod faster, then help someone build it. Or just wait for someone else to do it for you.

I'd like to think he just means go from 1.8 straight to a "legit" 2.0 because of an overhaul like this, but considering how many other people on the forums just insist that after 1.9 will come 2.0 and not 1.10, I just can't bring myself to believe that.
I agree, if 2.0 released it would have to be at least a 50% remake of the game's engine. or at most a sequel.

The fact that they use numbers is just to make things convenient (and sensible. 1.blue.apple wouldn't make much sense). The numbers don't necessarily need to be set within a decimal structure, or even a numerical structure, meaning that 1.21.7 is a viable possibility. Just look at some other games and programs for their version numbering, and you'll see a similar syntax.
The game is still in its first incarnation, and thus will remain 1.X.X until they decide to make a new game under the Minecraft name. A Minecraft 2.0 would be a completely different game relative to Minecraft 1.X.X.
Cubic Chunks isn't as... invasive as a lot of people seem to think. I mean, sure it breaks the world up into 16³ regions, but most people seem to assume that this will simply make everything else explode, which is not really correct.
Minecraft pretty much only cares about the blocks that are loaded into the game, and chunks are not actually all that relevant outside of the classes that load them, unload them, and save them to the disk. There are also a few classes that need to be patched up after this (lighting for example), but w/e. While fixing these classes is no small feat, most of the changes will not be felt by any of the other code in the game, since most things usually just ask the game what blocks are where.
Cuchaz, a modder, is working on a Cubic Chunks mod. Now, he ~is~ a true wizard of coding, but as far as I know; it's only taken him a few weeks to achieve an enormous amount.
However, a project targeted at an entire dev team is not "immense" if it can be completed by one person in a couple of weeks, no matter how much of a wizard that person is. I guess the point is that if Cuchaz can do it by himself, a company with Mojang's resources should be able to do it too.
At the person who asked; Cuchaz's thing isn't downloadable yet, however, he uses an open source repo, which means you should be able to run it out of eclipse if you have everything set up properly.
