Skeletons are more OP than the enderdragon. Minecraft's combat system isn't suited for large bosses. A dragon would need a ton of flying space to work well in Minecraft. That's why we have the end: to give the enderdragon space. If there has to be a new boss, it should be smaller.
It doesn't matter how rare it is, it doesn't make sense to have something so overpowered. Its like justifying putting a massive pyramid of diamonds in the generation by making it rare. If you find it, and it removes all challenge, then it isn't a good idea. I'm not trying to knock down your ideas, but a tamable dragon isn't going to be easily ballanced. If you want a mount, think about improving pigs first.
I do, however, agree that a red dragon should be added. It would be a cool addition to add along with large underground chasms. Making dragons that live underground could add more interest to caving as well as letting them be more destructive without worrying about them lagging up the game by burning down forests. Its just an alternative thought.
Traditionally a red dragon is evil, and the most covetous. I think this is why notch said "red dragon" and not something like a bronze dragon (which in contrast are good). Dragon's are sentient creatures with incentives of their own. We can't tame a dragon no more than we can tame one another.

There are intelligent, non agressive dragons as well. Just not in Western mythology. I should have been more specific.

Ah, I see what you were getting at now. Thanks for clarifying. I think he specifically named them red dragons to distinguish them from the Enderdragon, not to make an allusion to Dungeons and Dragons. I think a more Smaug esque dragon is in order, although now that I see what you meant it is possible you are correct also.
Either way, I don't believe dragons should be tameable, and it seems we agree on that.

Flying isnt OP, just as much as riding a boat.

my idea would be something along the lines of yours, but with a few tweaks to combat and fire. the dragon would do a bit more damage than just two hearts, and fire would burn and cause damage, but NOT create fire "blocks". for reference on what i'm talking about, look at the enderdragon mount in the animalbikes mod. you can use fire, but it doesnt actually burn terrain unless you set it on in the config file. the fire would be unaimable and with limited range, but able to be activated consistantly. you'd be able to fly a dragon, but only after a HUGE amount of effort in not only gathering resources, but staying within its company and not causing it any harm.
alternatively, (and what will probably happen...) they could implement a half-assed little thing with dragon model and pig AI, and let mods take care of the rest.

Well come on. I hope they had that in their heads somewhere... who doesn't want to be able to fly around their world on the back of a great dragon. PLus It'd make those sky fortress and floating islands people make more practical. Then again I'd hope they'd rais the cailing of the world from 255 or whatever it is to a higher one above the clouds... for that purpose.
