Alright so here is my suggestion for a new block, the Lightning Block. This block can be only placed one direction(Not like a piston)and when activated by redstone it would shoot lightning once downwards of it. Now this block will is available in survival and can be used for many testing purposes and fun ideas. It would be fun and useful in vanilla because outside of mods you can't have lightning on demand. Here's some perks or ideas that the Lightning Box can be used for.
-Place it in a PvP arena to electrify the players.
-Turn pigs and creepers into charged creepers and zombie pigmen.
-Have lightning on demand and have it wherever you want.
-Make fun games using lightning.
-Lots of potential in adventure and survival maps.
-Artificial thunderstorms.
-It wouldn't be a mass tool of destruction, they can only shoot downwards and with a redstone charge.
-Use lightning in vanilla.
-Mechanism using lightning.
-Make a redstone clock and hook it up to the lightning box and get continuous lightning strikes.
-Zap players and mobs.
-The block can be pushed by pistons to make more elaborate things.
-You can put levers, buttons and redstone on it.
- You make one like this: Legend - Diamond=Diamond, Stone=Stone, Sand=Redstone, Glass=Glass, Bow=Bow.

I think it would be better to just have a lightning charge item that could be fired from dispensers. Survival players could craft them, but they'd be expensive (a little bit more so than fire charges, but not so much that nobody would want to use them ever.)
Well im not really sure if its that OP after all doesn't lightning burn all the items in your inventory if you die with it, but on the other hand it still can be used as a weapon. Maybe if this lightning charge was nerfed somehow? Also in creative its sorta handy if you're making like some sort of colosseum with players and with mob spawners and turning creepers into charged creepers whenever you want.
I believe it would be op in survival, but if your in singleplayer it is your world? Like you said without mods, you would have to have a way to craft in survival, me myself I barley spend any time in creative.

Come to think of it, lightning isn't really that much worse than TNT. It doesn't really need to be nerfed.

Yeah, maybe some sort of Lighting Charge that strikes a weak lighting bolt to the block or area that it hits? I also changed it so its not creative exclusive and usable in survival.
A block that has lightning fire to it's location rather than firing downward out of the block would be better, but I guess that would stop being able to set fire to flammable blocks.
Controlling lightning would be fun, but it could border on overpowered.

No they're not craftable I think it would be too OP, they're meant for creative only.
True, but you could still make charged creepers and redstone mechanisms with it
I doubt charged creepers would have much use to people in creative....
