We've had all these enchantments for some time.
Nothing new. Sure, they're all useful, but are kinda drab.
Ideas (listed by item class)
Tool -
Smelt - Instantly smelts any mined block if possible (example: mined stone stays stone but mined iron ore turns into an iron ingot). Weight: 3. Max level: 1. Pickaxe and Axe only.
Armor -
Transparency - Makes the player less visible. Both lowers the range that mobs can see the player and makes them less and less visible. Weight: 2. Max Level: 3. All armor.
Block -
Radius - Increases the range of the explosion. Weight: 5. Max Level: 2. TNT only.
Sword -
Freeze - Freezes entities in place upon hit. The higher the level, the longer the freeze. Weight: 2. Max Level: 4.
FOCUSED- While Pulling The Bow String, It Slows Down Time Letting The Player Plan Out A Stratagy. <Single Player Only>
Lvl Needed - 3,5,10,20,50. <note that 1.00 is normal time/speed> Level I- Slows Down Time To 0.90 Level II- Slows Down Time To 0.75 Level III- Slows Down time To 0.50
FOCUSED- While Pulling The Bow String, It Slows Down Time Letting The Player Plan Out A Stratagy. <Single Player Only>
Lvl Needed - 3,5,10,20,50. <note that 1.00 is normal time/speed> Level I- Slows Down Time To 0.90 Level II- Slows Down Time To 0.75 Level III- Slows Down time To 0.50

"Single player only" can no longer apply, due to the snapshots. Mojang is working on combining SSP and SMP together.
Honestly? It never should have applied in the first place; "make it single player only" is not an excuse if an idea would bug up multiplayer, or would simply be impossible on a server.

OT: All of these ideas seem good. I especially like the TNT one- seems useful.
Armor -
Transparency - Makes the player less visible. Both lowers the range that mobs can see the player and makes them less and less visible. Weight: 2. Max Level: 3. All armor.
Weight? Wrong game dude.
Hoe Enchantment: Replant Lv1-3. Consumes seeds in your inventory at a 30% chance per enchantment level to replant wheat when harvested.
Shears Enchantment: Razor Lv1-3. Obtain more wool from sheep depending on the enchantment level.
Bow Enchantment: Range Lv1-4. Causes the arrow to travel faster/further from a bow.
Bow Enchantment: Poison Arrow Lv1-5. Inflicts poison status to any enemy shot for 5 seconds per enchantment level.
Bow Enchantment: Penetrating Lv1. Arrows that strike a target will continue into any enemies behind them until it hits a solid surface. Arrows from this enchantment cannot be retrieved from the ground like the Infinite Arrows enchantment.
Flight - Cause an arrow to be effected by less gravity. Makes arrows fly farther.
XP: 15-50 Max Level: 3
Freeze - Causes and arrow to slow down an enemy as long as the arrows is visible.
XP: 20-30 Max Level: 2
Bulls-eye - An arrow will slightly turn toward enemies.
XP: 10-50 Max Level: 3
Stretch - You're pull back time will be shortened.
XP: 1-20 Max Level: 4
Hoes
Harvest - You will earn more from your crops.
XP: 5-20 Max Level: 1
Auto-plant - Sometimes when you plow the ground, seeds already be planted for you.
XP: 10-30 Max Level: 2 ( Level 2 will rarely give you pumpkin and melon seeds )
the smelt sounds cool for a pick, but the axe could benifit more from something that perhaps cuts down the entire tree or something like the lumberjack mod.
Twisted's idea sounds good, but the name is iffy and sneaking being sped up could be negetive as well. maybe tenacity or dexterity? the point with sneaking is when you use it to carefully manuever around its easier if you are going slower. it also seems counter intuitive.

Sure Footing - Reduces or negates the speed reduction from blocking, drawing a bow, eating, and sneaking.
Also, it would be nice to have bow equivalents for Smite and Bane of Arthropods.

Eh. Not so much. I mean, you could also say it's overpowered on everything. It's unlimited charcoal without it, just takes longer to get it.
