The texture and names were only ideas to consider, as the original post mentions that you are unsure or unsatisfied in those areas. I do not recommend one or the other.
My only reservation is/was that when the whirlpool disappeared, the water where it had spawned would be gone as well. I take it, then, that this would not happen?

The whirlpool has no effect on the water itself, it just creates an illusion that it does. And yeah the more texture and name ideas the better. I actually like the name Fanfish myself, but someone else did not so I figured I would ask for input.

Right then, if that's the case, this is great. It's no shark (or any other simple-attack aquatic creature, for that matter), that's for certain. Sorry I don't have anything more concrete to add.
Very nice idea, original and useful. Although, I don't like the high polygon count, I think an animation would be sufficient.
Thanks for the support. Doing some counting, on the Fast version of the mob there are 28 polygons across 4 polyhedrons. The fancy version does have a lot more, and I know people were complaining about the horse having a lot of polyhedrons. I'll add a poll.

The mob is quite original, has an unique attack, and the Fan Block fulfills one of the few roles not already filled.
Would Fan Blocks also block water that is trying to flow down? If it did, it could be a possible replacement to Signs and Ladders as non-solid fluid containment.
Thanks for the support!
Yes, Fan Blocks would also be able to block flowing water from falling down. Unfortunately the utility of this mob and item are somewhat reduced due to there now being a way to make Potions of Water Breathing again. Also the changes to how water mechanics work with items and Magma/Soul Sand reduce the utility of the block further. However since the Elytra is now a thing, I'll revise the OP to include a mechanic that benefits Elytra.

To differentiate the fan block from the magma and soulsand, fans could be exclusive to land instead of water (some of the crucial mechancis should be transferred over). I prefer this to magma and soulsand because it's powered by redstone.I also like the idea of whirlpools and the fanfish is probably the best way to implement this.
I like this. The fan underwater is still different from magma blocks and soul sand, because of the ability to go sideways.
Thanks for the support, that is a good point as well.
Another benefit I thought about is what if the Fan Clock can blow through transparent blocks? For example, there is some degree of waste in many Sugar Cane farms because the Sugar Cane you harvest lands in the first level of Sugar Cane (the layer you don't break), where they then cannot get pushed by Pistons or get caught by flowing water. But if you had a row of fans on the bottom level, they could blow the items into the water streams for collection to reduce waste.
The only problem is I can't think of how this would actually work, unless the "wind" blocks aren't actually blocks but entities. That could potentially lag the game a bit if you use a lot of them in a small area.

Also, I thought about it some more and figured that instead of whirlpools, it should cause bubble columns. The fact that they can change their direction gives them a unique niche and it solves the problem of how to represent the "current".

Honestly...
I don't support this concept.
1. We already have more adaptable magma blocks that suck player down
2. The fish is purely fictional
3. The fish doesn't seem a challenging opponent - since it doesn't damage the player immediately and is just stuck immobile during attacking, the method of dealing with it would be simple - to carry two pre-primed firework crossbows in inventory and fire two rockets down the drain. It's not even expensive, all the player needs is some cheap dye, primitive mob grinder and about a single vein worth of iron ore to make the equipment, including bucket for the grinder.

Farmability - to grinder bound
Shields - made creepers but sound
Axes and crossbows - taking mobs out

Definitely fair points, although I will point out that this idea is from way before crossbows, fireworks, and magma blocks existed. A lot has changed in the 8 years since I came up with this.

Well, there are several fairly fresh comments from the last year or two.

Full Support.
Full support for the fan block, support unknown for the fish.
My suggestions: Enhancements - Throwable Fire Charges - On Phantoms and Elytra. Also check out The Minecraftian Language. This signature is not here to waste your space.

Would knockback stop the whirlpool?
Also, could you use Blockbench to model? Blockbench models illustrate ideas really well.
