Snow Golems breeding? An animated object, an automaton, a golem, breeding?
Pumpkins slow to farm? 1 pumpkin = 4 seeds. 4 seeds = 4 pumpkins. 4 pumpkins = 16 seeds. Repeat as desired. Takes what? An hour or so to get a giant pumpkin farm going? Less, if you have bonemeal.
Allowing them to breed somehow (maybe with a carrot?) would definitely be cool.
And seeing as how they added "heads": http://www.minecraftwiki.net/wiki/Head
why not place a head on top of 2 snow blocks to make something like that? A bit unrelated, but I think it would be cool.
Back to topic: before, when you tried to breed them, the couple would start trying to kill each other with snowballs, which was pretty funny. Maybe it could be an easter egg?
Snow Golems are griefing tools at best, all they do is a half heart of damage, can't be controlled in any way, and leave an ugly snow trail WHEREVER they go.

There is absolutely no reason why this should be implemented either. Oh, but there is a reason to not add it. This is a waste of time.
There is a reason, its intended to be a cute easter egg and add some fun to the game. There is nothing wrong with makig minecraft more cuddly and child friendly.

There is no improving it, it's just a bad idea. Just construct a new golem.
Also, Notch doesn't work on Minecraft anymore, Jeb is in charge, and there are more than just them in Mojang.

To bring that much snow to the end would be hard, even with ender chests, so your point is irrelevant. Snow Golems are still basically useless.
