Why would you craft an ingot, in order to smelt it into an ingot? Am I missing something? The whole idea of the nuggets is so you can smelt them together into an ingot...
Idea! Why not make a nugget bag? That way at the start of the game you must manage your inventory with all the nuggets, but later you can craft a bag to hold all of them?

Very bad. You should never get less then one bar per ore, and you can't smelt more then one item to make one item. The game doesn't work that way and it be very buggy.

The chances of getting less than one ingots worth of nuggets is 50% less than getting more than one ingots worth. Your reply states that you did not read my whole post. Also, how often do you find a single ore block by itself? Because you often find more than one ore block in an ore vein. The more ore blocks you have, the higher the probability of getting more than one ingots worth per block.
Smelting would work like this: You put 7 nuggets into a furnace. It won't start smelting, because you need 8 nuggets to smelt into an ingot. You put one more nugget in. It starts smelting the nuggets, just like any other block. By the time the progress bar completes, 8 nuggets are removed from the smelting slot and one ingot is placed into the product slot. If you remove nuggets so that there is less than 8 before the smelting finishes, the progress bar stops and treats the nuggets like they were just placed in the smelting slot. The smelting will start again once 8 nuggets are present in the smelting slot.
Now explain how that could possibly be "buggy". I've prevented every possible scenario in my example that could be "buggy".

Don't count the nuggets. Divide. Simple math. 64 nuggets is 8 ingots. 64/8=8. It's impossible to risk coal. Let me explain. In vanilla Minecraft, 1 coal block can smelt 8 ore blocks into 8 ingots. With my idea, 1 coal block can smelt 64 nuggets, which equates to, guess what, 8 ingots!

In any case, the so called "inventory management" is tedious, and having ore drop nuggets is still a pointless complication to a system that's so very simple. I see your point with redstone, but the reason for that is that redstone dust is usable per item, not per stack like your nuggets idea. Having redstone drop one dust item per ore would make redstone creations nigh impossible without cheating. And no, most blocks do not drop <1 when broken. The only other example I can think of off the top of my head is Glowstone - It drops multiple because the Halloween Update was supposed to make torches extinguish after a certain amount of time, making glowstone the only everlasting light source. Notch saw it fit to make it harder to get, which is why you have to mine 2-3 glowstone blocks per one glowstone you get. Glowstone dust was also supposedly going to be used in lanterns. Clay drops multiples too, but that's obviously to make bricks harder to get and slightly realistic, since obviously you can't collect natural bricks or cook a block of clay and get a brick wall. (Crops don't count, they aren't blocks, nor do they drop multiple of the same item.)
Also, the argument "It doesn't feel right to get one block back" doesn't apply in a game where you can punch a tree and get a section of it. Or do you think that trees should just drop logs?
