I like this idea overall quite a lot. The only thing I would "add" to it is that I think a big transportation update in general would be good because ships alone are a little too specific for me (of course, the main world I play in is mostly a giant desert, so I'm biased )
Starting small, my suggestion would be:
1) Add horses and let players ride and control them with a saddle
2) Add the wheel! Let people make carts, wagons, etc. More so, let people hitch them to horses for more travel options
3) Add boats (I think you got that covered pretty well)
4) Add airships. Doesn't have to be crazy, magitech stuff, but even simple hot air balloons would be cool to me.
This has already been addressed but I'll do it real quick in case you were unaware of it. If it were to be coded in C++ then it would no longer be cross-platform. They coded it in Java not only because they were familiar with it but also because then people with Macs (I'll never understand those people) and linux could still play Minecraft. In short: MORE MONEY for Mojang. Also the general consensus is that it being in C++ would only marginally affect the fps if at all and anyone saying it would or wouldn't is purely speculating....
I look to the sea, reflections in the waves spark my memory,
Some happy, some sad,
I think of childhood friends and the dreams we had,
We lived happily forever, so the story goes,
But somehow we missed out, on the pot of gold,
But we'll try, best that we can,
To CaaaaRRY ON!

This doesn't really seem necesary. Oceans aren't really vast or content-filed enough to really need boats to be any different. If you want different designs for boats, I feel like the player should just build a boat at a dock or something. A good portion of the suggestions you've included would only cause more lag.
That is actually one of the best suggestions for Minecraft I have ever (and probably ever will) seen in my life!
Well thought out,my friend.
A (tiny) bit to modern to the fellow Steve, but still great!
And you also got to take into account the amount of time for Mojang to implement this to Minecraft and keep greedy Minecraftians from asking Mojang time and time again "When will the update come out, when will the update come out?..."
This is one of the few suggestions that only the most annoying whiners (such as nostalgia-ist extremists) would get mad at. Everyone else would freaking love it as long as Mojang doesn't screw it up. Great job.

In theory they could but again it comes back to money and would it even affect it for people. Coding it twice in two different coding languages would cost twice as much and make no more money for them since they already have a universal download. From their perspective it would make no sense at all for it to be coded in two separate languages and chances are the C++ version would not run any better and if it did the amount by which it was better would be very small. It could be done in theory but there's no sense to it and adding updates would become much more of an ordeal since both versions would have to have the same things before they could release either of them.
EDIT: Just so everyone knows, I play on a really shitty PC right now and any amount of it running better would be great for me. I'm not just saying this because I have a beast gaming rig and don't care what other people think about the fps of the game. I just don't see the logic in re-coding from their point of view, much less coding two versions at the same time.

Or hire 20 other workers, they have over $20,000,000 I'm sure they can recode it. MANY people can't play minecraft, becuase of their spec's, those 7,000,000 out of 41,000,000. Would make more then triple the amount. The amount, they have right now.
Then you multiply the 30,000,000 by $27. (Probobly exclude 10,000,000 for several reasons) I'm sure Notch/Jeb could make 4 new games with that. Or go on a 10 week vacation
Epic idea! We need Notch to see and use this. I am tired of only having the little boats that do nothing but break when you hit something. I don't even need the cannons yet. just the boats on smp would be an epic win!
exept for the guns, change it to cannons
I like the update idea.
And I hate the forums now, had 150 some posts and it logged me out and now I have a total of one...
Not very useful at all; there's already the Dinghy. There's literally no need to go lower, ever.
i gess
I support it.

Good ideas, but not right for vanilla Minecraft.
This isn't a mod.......

This would help allot for looking for mushroom islands.
But I've yet to meet someone who can outlast fire.
