So like the title says, drinking a water bottle will extinguish you, and provide an emergency lava defense. Here is how that would work:
If you drink a water bottle while burning, you get extinguished.
If you drink a water bottle while standing in lava, the speed in which you take damage from the lava gets halved for 4 seconds.
If you drink a water bottle while standing in a fire, the damage you take from standing in fire will be stopped for 3 seconds, but you still take damage from burning.
You will also be able to left click a water bottle to throw it, changing some of the mechanics. Depending on how you aim it, it would be able to travel up to 1.5 times as far as a splash potion. Here is how that would work:
Where the water bottle lands, it will play a splashing sound effect, and make blue particles.
Anyone (including you) within a 2 block radius of where the bottle lands that is burning will get extinguished.
Anyone (including you) within a 2 block radius of where the bottle lands that is standing in lava, will get the damage they take from the lava halved for 2 seconds.
Anyone (including you) within a 2 block radius of where the bottle lands that is standing in fire, will get the damage they take from the fire stopped for 2 seconds, but keep taking burning damage.
If the thrown water bottle lands in a fire, the fire will get extinguished. This will ONLY work if the bottle lands inside of the fire, NOT in the 2 block radius. It also will not work if it hits a player in the fire. It has to land in the actual fire.
You may have thought that the mechanics of throwing the bottle were a little weak ...but there is a point to that. If you put a water bottle in a brewing stand with gunpowder, it will be turned into a water splash. This will basically work as throwing the water bottle, but better. It will be thrown like a splash potion with right click, but could travel up to 2 times as far as a splash potion (if aimed right of course). Here is how that would work:
Where the water splash lands, it would make the bottle breaking sound, a short and quick splash sound, and blue particles.
Anyone (including you) within a 4 block radius of where the splash lands that is burning will get extinguished.
Anyone (including you) within a 4 block radius of where the splash lands that is standing in lava, will get the damage they take from the lava stopped for 4 seconds.
Anyone (including you) within a 4 block radius of where the splash lands that is standing in fire, will get damage from the fire stopped for 3 seconds. In the same 3 seconds, they will also not take burning damage, but they won't actually be extinguished.
Any fires within the 4 block radius of where the splash lands will get extinguished, but it will only extinguish fires that don't have people in them.
This makes no sense. Like, none. Wouldn't pouring the water on yourself be more sensible than drinking it? If I'm encased by hot boiling lava, why the hell does drinking water make me immune to it? I'm very curious to how you came up with that. We have a potion that negates both fire and lava up to 8 minutes. I don't think we need a second easier yet shorter version of that.

1. All water evaporates instantly in the nether. This would be pretty OP if you could haul a dozen with you. They might not be stackable but you could stock-pile them. The devlopers never intended or created a method to haul water in the nether for a reason.
2. Why would you use this when you could have a bucket? Buckets can turn lava into obsidian and transfering water. Other than being able to haul into the nether, why would you need this?
3. If you are in such a situaton where you are going to die by lava, I doubt 3 seconds is going to help you. You need to drink it first, while you are already quickly dying. You die really fast in lava and fire, if you could drink it in time, you are probably pretty much dead and it's going to wear off in three seconds to begin with.
4. I don't think this would be useful in PVP. If somebody has you in a corner chopping you up with a fire aspect sword, I think you being on fire is probably your least concern. Even with a fire aspect bow, you standing still to drink a potion, is going to give them free shots. Thus, lighting you aflame once more along with several more hearts gone.
5. All you need to make a water bottle is one water souce block and 3 glass. It only takes two seconds to drink a potion. Water and sand arn't exactly hard to come by, this could easily be stock piled.

Some people think that Minecraft has to be sensible, but when it comes to a sensible suggestion people say that Minecraft shouldn't be sensible.
Its the way the internet works, and as for your suggestion i do like the water bottle 3 second idea. You took the time to explain yourself unlike some other posts i have seen and i did enjoy thinking about how the mechanics would possibly work in the game.
-The concerns i do have are that the nether would be easier to manage and i dont think that would bring any fun to the game.
-Also i think the water bottles would take to long to drink when your dying by lava therefore it should be a splash potion and work for only 2 seconds in order for Fire resistance potions to be worth making.
As for people saying we have fire resistant potions. Yes, that is very true but it takes a lot more resources and is more time consuming.

If lava is cooled enough, even without the aid of water, it can still create obsidian, but water does this fast enough to create the hard surface. This also depends on the type of water used (freshwater/saltwater/etc). Okay, your turn.

Creepers are original fantasy creatures that had a blank slate, and it would seem Mojang wanted them to explode. In real life, they don't. In the context of the game, they fit seamlessly. We were given an awesome rare fantasy biome related on mushrooms and we got a nice passive to go with them.

This idea lacks logic. So I'm on fire, my skin and clothes is burning, flames licking down my body. I'm panicking. A few more seconds it will become 3rd degree burns. I need to think fast. My water bottle! Of course! Why didn't I think of it before! I open the cap and instead of pouring the water all over myself, I drink it. It soothes my throat. Refreshing, everlasting. But does it put out the fire? No. There's a difference between what is internal and external. And drinking water will obviously NOT put out the burning flames on the outsides of my body.
Whilst I do like the idea of using water bottles to extinguish yourself, I think that an alternative to drinking them would be the option to brew the water bottles with gunpowder in a Brewing stand to create a sort of "Splash Bottle" of water, with which you could extinguish yourself. However I do think that the proposed '3' seconds of lava damage immunity is a bit Far-fetched.
Then again, I probably wouldn't utilize the feature anyway.
Why would applying water to my insides extinguish my outsides? No support... maybe it could be that if you left click with a water bucket, you would pour all the water on yourself and get extinguished? That would make more sense.
