Note that "Count" defaults to 0, so you will not need to specify drop chances as equipment with no count will not drop:
Thanks, but lets say that I wanted him to have a costum head (players head) how whould I do that because they have changed the command in the most recent snapshots.

I'm unsure if anybody has created an easier method, but you can use the following in-game to obtain the needed NBT data:
First, /give yourself the intended player head with the old SkullOwner tag:
/give @p skull 1 3 {SkullOwner:Skylinerw}
Place the head down and you should see the skin. Place a command block on top of the head and run the following command:
/blockdata ~ ~-1 ~ {}
Activate the command block and then open its interface. Under "Previous Output", it will provide you will all of the required data for displaying a stored skin. For example, the output is:
