i say make it the same light level as torches 14, but allow it to be mixed with a dye and glow some color It still produces normal light (ie not colored light cause thats very complex to do code wise), but the torch itself will look ie green if you use glowstone, lime dye and a stick.

OP meaning overpowered? Heck i don't care if it takes 10 glowstone, a stick and dye, having 'colored' light would be nice. Its something the PC version hasn't gotten yet (except with mods)
It should look like redstone dust on the ground and give off between a torch and a redstone torch light wise. you should be able to craft torches out of it and those torches should give off more light than a regular torch.
Well... that (7) would be 0.5 less than half a Glowstone block (15)... so if that's what you wanted. It couldn't be used to prevent hostile MOBs from spawning anywhere around it. I was suggesting something closer to the illumination of a Nether Portal (11).
My original suggestion was a 12... either would work fine IMO.

Torches don't produce max light, they have a level of 14, and several other sources of light produce 1 level higher including sunlight, beacons, glowstone, redstone lamps (powered), jack o lanterns, lava, fire and i think end portals (not the frames).
Also a Torch only has level 14 at the spot its located, each block in the cardinal directions of n, s, e, w have a level of 13, and each diagonal from the torch has a level of 12, with the level decreasing by 1 each block moving from the torch.

I like this idea. But I have some questions. Since torches cannot be placed on glass or glowstone, can you place the glowstone dust on these blocks? Probably not but I'm just confirming.

the dye suggestion you added on... would allow me to really recreate rapture from bioshock quite nicely. I'd love that Cyan coloured glowstone dust along mossy stone brick underwater... that would look fantastic.
