The Crafting Recipe could be something like:
8 Glass blocks surrounding a diamond in the Crafting Table interface, and yields 8 Shatter Resistant blocks, which have a durability similar to Obsidian (Creeper/TNT resistant), or can be cut into Shatter Resistant Panes which have a durability of Stone or Cobblestone (Ghast resistant for Nether Construction).
They could be made to be slightly distinct from normal glass in that instead of having white reflective highlights, they could employ pale blue/cyan highlights.
Otherwise, it would have similar properties to Glass Blocks and Glass Panes.

It is expensive to make, so it probably wouldn't be used that often... but it would be very handy in builds where you wanted transparency and were expecting an explosion (like a blast room of some sort).
The resistant transparent blocks wouldn't have to be quite as explosion resistant as Obsidian, just so long as the full blocks can withstand a direct TNT blast or a charged creeper blast, the resistant panes would not be quite that durable (normal creepers 'could' break those if close enough). I think it should require a diamond pickax to break and recover (players have diamond invested in it, having it just shatter would be even more costly and less likely to be used), anything less than a diamond pickax would take a long time and wouldn't normally (non-silk touch) produce a drop.

If the cost for making isn't quite high enough, the recipe could replace the central diamond with a full diamond block, that would greatly increast the cost of building this glass... but I was thinking that it should be cheap enough that it might get used in Survival, without being too cheap, of course.
The PC has this in the mod called Industrial craft, and I personally love the Idea. They introduce a bunch of new blocks and two that I can recall are reinforced concrete and glass, though the recipies I forget. The use for them was more or less for nuke reactors but many used them elsewhere as the blocks just looked real nice.
Personally I'm up for any thing that adds blocks to the 360 version, as the more variety we have the more builds starts to stand out. I've been lobying for ages to get a 'dirt' block that will not change to grass or mycelium, and remain in its dirt state, which has its uses for paths and what not.
I think that 4J should introduce a new DLC type for 'block packs' and I think they would make a killing on these. For block packs they could contain their own textures within themselves so as not to require updates for each texture pack.

I suppose a block pack 'could' work, assuming that the 'trial version' is included in automatic updates on the back end to everyone so that players who join an online game could interface with specific packs in use by that world, but the user who hosts the game would have to be responsible for purchasing the block pack before they could be used in the game at all in the first place.
