We host our own servers, and i have about 15 people on with around 20 plugins and keep getting lag. There are no plugin errors in console, just could not keep up.

ok well just simply try to cut down on some plugins, example do you really need SetRankPEX? and for all your anti-spam i reccomend STAB(stop talkinf or auto ban) instead of using multiple spam plugins, also mcmmo is a very large plugin that uses tones of memory consider removing it. just take out plugins you really dont need

STAB in my opinion sucks, and yea imma take out setrankpex and maybe mcmmo
McMMO shouldn't be using all that memory and computer usage though. Make sure all your plugins are updated to 1.3 Also multicraft can sometimes be inaccurate and sometimes it uses the whole computer usage when restarting the server

Not really. I host my servers with multicraft off a 6 core dedicated server, which has hyper-threading technology. Multicraft seems to read the cpu usage per thread, instead of per core...therefore it is not accurate and even though it may say 100%, that is not true.
To get an accurate reading of your CPU use, use the "top" command in Linux or the Task Manager in Windows.

Yea our cpu total usage is around %20( we have dual 8 cores). I took out mcmmo and it cut down the lag half but it still says can't keep up. =[
I think it might be a plugin fault or not enough ram allocated, see if you could take out a few unnecessary plugins or link them up to a SQL database.
