My friend cannot connect to my server but whenever I type in the ip address it works fine. I'm unsure exactly which ip to use for portforwarding and which to give to her but I tried both address' for portforwarding and both when attempting to connect to my server but whenever she attempts to join it says server cannot be reached. If anyone has a suggestion i'm all ears.

When I use my ipv4 address or localhost I can join my server but when my friend uses it she cannot connect.

I have port forwarded correctly but when I went to the website canyouseeme.org, it said no connection to host. I have no clue why I can't get the server to work.
You may also need to add an exception to your firewall to allow inbound connections to minecraft.
I've ran servers before without any issues but they were for modded minecraft packs like tekkit and ftb but for some reason regular minecraft wont work.
If you have a dynamic IP, (meaning your IP changes every couple days), then some routers straight-up refuse to open the port.
To obtain a static IP, you could visit Link Removed, I have not used this site personally but my friend has and he said it worked fine.
If you have a static IP, and the following port-forwarding properties:
Service Name: (Whatever you want)
Service Type: TCP/UDP (Both. If your router does not have an option for both, just make 2 portforwards, one TCP and the other UDP.)
Starting Port: 25565
Ending Port: 25565
Server IP Address: (Whatever your ip4v address is when you type 'ipconfig' in console).
The Starting Port & Ending Port MUST be the exact same port that's in your server.properties file. If you have 'ip=xxx.xx.xxx.xx' in your server.properties, remove it! Make it only 'ip='.. Leave it blank.

Change 'minecraft_server.1.7.4.exe' to whatever your .jar file is called.
So, if your .jar file was called 'MinecraftServer' it would be this:
java -Xmx2G -Xms2G -jar MinecraftServer.jar -o true
If your referring to the name of the application, it's "minecraft_server.1.7.4" but when I set that as the name, when I run the .bat file the CMD comes up and says unable to access .jar file so I have no clue what to do.
