I have tried deleted the bin etc etc almost everything, and people say to reinstall java and update my drivers. Where do I update them?
What is your problem to begin with, what are you trying to fix?
On Windows 7;
Right Click Desktop > Screen Resolution > Click Advanced Settings.
Under "Adapter Type" Should be your graphics card.
Google this and add "drivers" at the end of your search. ex. "NVIDIA GeForce GTX 590 drivers"
When your on either AMD, nVidia, Intel, or whatever branded graphics card you've got site, choose the correct OS, either 32/64 bit and download the latest driver.

ok so I would type "AMD Radeon HD 6310 drivers" wouldn't I?
a laptop would be notebook graphics correct? Or would it be desktop graphics?

The letter "M" is used on cards that are designed laptops/notebooks. Because yours is a Radeon HD 6310 its under Desktop Graphics.
If you had a 6310M, then its Notebook.
Right Click on My Computer > Properties.
Under System will be "System Type" and it should say either 64-bit or 32-bit (x84)

i updated my graphics card successfully, but it still says cant connect to minecraft.net"

I helped you update your graphics driver, which is what you asked for in this thread.
If your having problems connecting to minecraft do you have another thread with this question? If not, make a new thread as this title is misleading and you'll gain a larger audience.
