So I've had a server for a while, and ever since I downloaded the 1.0.0 update, my Server won't work. All my ports are set up correctly (Via Simple Port Forwarding Program) the server program (I'm using the Windows Version, Just FYI) seems to be working just fine, and I can connect through local host. However, the instant me or any of my friends attempt to connect through my IP, they can't connect and the attempt just times out. Can anyone help me troubleshoot?

Is server-ip in server.properties left blank? You should leave it blank as Minecraft will select the best IP.
This usually means your port forwarding is incorrectly setup, your LAN IP address has changed, or your WAN IP changed.
To see if your WAN IP changed, please check www.ipchicken.com and verify it is the IP you're sending to your friends.
To check and see if your port forwarding is working, visit www.canyouseeme.org and enter in the port field, "25565" - if this fails, it is either your LAN IP, port forwarding isn't setup correctly, or there is a firewall interfering.
Check your LAN IP by opening your network and sharing center (Vista & 7), around the center of the screen that came up you'll see "Connections:" then either Wireless Network or Local Area Connection. Click on that name, click "Details..." and verify your IPv4 address matches the port forwarding rule in your router or modem.
If all of the above is correct, you may be having a firewall problem and need to unblock port 25565 on the TCP protocol. If you need assistance doing so, I can provide a guide for whichever firewall you may have.
In your start menu, type "Windows Firewall" and open the windows firewall with advanced security or whatever they decided to call it for your version of Windows.
On the left side, click on "Inbound Rules"
On the right side, click on "New Rule..."
Select "Port" and hit next.
Select "TCP" and "Specific local ports." Enter just "25565" and hit next.
Hit next.
Hit next.
Name it something like "Minecraft" or "imsoawesomethatthisdoesntneedaname."
Click finish and canyouseeme.org again.
I tried that and went to the website and still got:
Error: I could not see your service on 76.14.***.*** on port (25565)
Reason: Connection timed out
Not sure what the problem is, but before this last bukkit update I was running the server fine.
I'm starting to wonder if it's just a flaw in the currently released bukkit?
Bukkit isn't the problem, I can assure you that. I've had no problems with it on my server and my hosting. At least not with the recommended build for server 1.0.1.
If you've followed all the steps in the above posts, there is either an additional firewall or Java is not permitted to access public networks in the Windows Firewall. I'd suggest deleting any firewall rules regarding "Java(TM) Platform SE Binary" in the Windows Firewall and try starting Bukkit again.

I've went into Advanced settings and clicked properties Putting the firewall state for Domain Profile, Private Profile, and Public Profile to off. Is that the same as turning it off?

Apparently Norton 360 handles the firewall, wasn't fully aware of that. So it basically would be disabling your firewalls for no reason.
As stupid as it sounds, you may just have to disable and re-enable the forwarding rule in your router settings. Every so often my local router decides it's just not going to port forward what I've told it to.
We could continue from there or via Skype or something, however off the top of my head I'm not sure of what else could be preventing you from getting your server public. :/

From what it looks like, you've done everything correctly.
I'm still thinking it's a problem with your router and the port forwarding.
Try deleting and re-adding the rule in your router.
If that doesn't work, try restarting your router and/or modem.
You could always try running the Minecraft server on another port and setup a secondary port forwarding rule to see if that's the problem, you'd just change "server-port" in your server.properties.

25565 are set in both Single Port Forwarding, and Port Range Forwarding.
I'm using a Cisco Router, everything is typed in correctly, but when I go to the Open Port Check Tool, i'm getting a time-out error. What could be going wrong?

When I used the port 25565 and forward everything I can still connect through 192.168.1.100 but not my actual ip.
I tried changing the port to 22222 and forwarding it and neither worked.

I'm pretty sure I did the port forwarding right but I'm not sure if Norton 360 is interfering or something.
Help with configuring a port forward with Norton 360 would be appreciated.

Just use 25565 instead of the ports they have listed on that support thread.
If this doesn't work, chances are the windows firewall is still active and is blocking your requests.
That's the same guide I followed earlier and still have those settings saved with no avail.
