As the the map is balances around 1.5/1.5.1 (which includes the buffs to skeletons) AND It explicitly states in the first post "I balance around vanilla Minecraft, and mods that impact the gameplay are technically cheating" I would say no, don't use mods like that one.
Of course you are welcome to play the map how you wish to, but bare in mind it wouldn't be considered a legitimate win if you complete the map with mods like that.
If I die because of lag and I hack my items (not all of them back) would it still be legit?
While you are 100% allowed to play the game any way you wish and ultimately your main interested should be having fun and enjoying yourself, no. It would not be legit.
I think I know why i failed Inferno Mines. I think it's because I always save my equipment for later uses that I didn't even bother to use them in at least the first 2 intersections. Also, how would you get the wool in Lush Ruins with all those blazes?

Its funny, in every tragic event pain is always there. Death? Not always. Fear? usually, but not every time. But pain is always there, the young man thought to himself laying in bed. Yes, pain is always involved in a tragedy. It doesn’t have to be physical pain like a wound, it can pain for something that happened. In this case, it was both.
It was painful reliving the event, but he told himself the story once more. His memories were fuzzy, shrouded by the horrors that happened that night. It started as a normal day, as most days are before something happens. He was sitting in his living room, enjoying life. After all, why not? He was the son of the governor and he liked living with luxuries. But that would be the last day he enjoyed those privileges. For at that moment, a horn sounded.
A man came running into the room, shouting:
“Prepare yourselves! The enemy has breached the walls and raids our cities! Flee children, go in the tunnels and leave this city! Otherwise…”A sword in his back stopped him from finishing that sentence.
Only the protagonist survived, for he managed to make it to the tunnel, but his sister Marianna didn’t. As she was running towards the tunnel entrance she was felled by an arrow to the leg, and the young man survived to hear her screams of pain as they barbarian raiders finished her off slowly and painfully enjoying her suffering.
And there it was. An example of the thousands who suffered in that raid, for the barbarians left no survivors, no witnesses, except him. For three days the young man hid in those horrible tunnels, not daring to go outside out of fear of the invaders. When he gathered the courage to leave those wretched tunnels, he crept out and met a gruesome site. He saw family members, friends and enemies laying in the streets, all covered in blood. He saw faces he once loved mutilated into being nearly unrecognizable, as he walked past them, tears in his eyes. Amongst his friends were barbarian corpses, killed in the battle. They may have been different from the people he knew, but they shared the same blood.
The war that had started a few years ago was hard, but never had he dreamed it would reach so far into the kingdom as to harm his home city Minania. Now, many people say that in war loyalty, courage and honor are the best skills a knight can posses. I have to disagree with that, for there are other characteristics a man can use. Hatred and revenge. They may not be as honorable as the others, but they give the wielder of these skills reasons to fight. And that was exactly what our young man here had. He decided to make the barbarians pay for what they had done to his life. And the price they would pay would be sky-high.
He was already a fairly skilled fighter, and with practice he soon became a prodigy. He trained in the woods for two years, training himself with bow and arrows, swords, spears. He practiced magic and alchemy that he learned from books in the library of his city, which the raiders had ignored. And then he was finally ready. He took his most precious belongings, which included his fathers sword, his first knife and a mysterious magic ring that turned him invisible. He headed toward the capital city of the Darentian kingdom, Isendria, to become a true knight. As he headed there he encountered a few of barbarians running from a squad of Darentian soldiers. Having no armor, he easily caught up with the barbarians and it took him a few minutes to kill them. The other men arrived a few seconds later, and marveled at how fast he’d killed them. They decided that such talent should not be wasted, and they brought him to Darentia, where he was planning to go all along.
He amazed instructor after instructor, and soon he was offered to meet the king himself, and for the first time he told his story. And this is where his story ends, and your story begins. You are this man, and you must end this war which has already killed so many people, once and for all. The king has a mission for you, and you will do it for the good of the kingdom and most importantly: for revenge.
You do whatever you think is possible (as in possible is completely legitimate to get a legitimate victory of the map) to try and complete that section. Tunnel, Enderpearl, Rush, etc.
I know that is the different method of completing a CTM map. I just think that mine was not a good one especially on the third intersection and I was on easy. Do you have any tips just to at least get a fighting chance on the Intersections 3 and above?

I took every god dang precaution I did. (Except on the final wool that was just rush and get it and get out before you get swarmed way too much and die)
I brought potions to help always. I brought the good amount of food always. I brought sometimes backup armor and weapons.
And when it came to the fight, block is always useful. The bow is useful. You can pick on mobs easily with bows from far. (Except Thornguards, take too long and OP) and I wouldn't always back up, because backing up would sometimes just mean the same fight over again. You see a skeleton in a parade of monsters and he's got full dead on aim at you with no mobs in front of the skeleton? You block at just the right time and keep picking on the other mobs and sometimes shoot arrows at the skeleton to ensure that he won't always bug you. And creepers, they can help get rid of huge amount of monsters. And Zombies you don't have to worry unless theirs a bunch of them including a variety of monsters as well. IS3 is full of crap especially Dumb Blast Zisteau Cavern, wasted two sets of diamond armor in that place to only end up with ender pearling the spawners. Wilhelm cliffs, I did this place in the old version of it so I don't know how to inform you to better yourself against the wraiths. I can tell you just don't stand near the edge. Ever. I mean never. I actually didn't ever get knocked down in that place but it's a safe bit to always be on the side of the wall. Salire Castle is not much of a difficult place as it's just a very fun place. It's normally about having fun, and it's not really that hard imo. So Salire Castle is what I did first. The dungeon in the back is harder to me than the rest of Salire Castle. But I still consider it one of the most fun places in the map. (First being Eternal Battle (It became so effin fun when I went serious. I was dying, but I didn't care! It was just extremely fun to even get swarmed around and all that) second being Salire Castle).
TL;DR
Take every precaution. No matter what.
Take Salire Castle first.
Take Wilhelm second.
Take Dumb Blast Zisteau Cavern last. And be extremely careful here.

The way I attacked Eternal Battle was, I realized as soon as I hit the spider web that it was a bad idea to fall into that horrible mob mess. Before TPing into that area, I dosed on night vision, speed, etc. So, I saw the near edge of the map and I threw pearls to get there. I immediately pillared up and out of the line of fire. I setup camp in the ceiling. There, I carved a walkway to the wool-head camp and the TP port out. Once I had my target and my escape route, I TNT'd the ghasts. Then I TNT'd the wool-heads twice. From there I hit one with arrows until it finally died. All of this from the ceiling. From there, I pearl'd down, grabbed the wool, then chucked a pearl back up to my landing I had made.
From there, I walked over near to the HORRID wide area poison blaster, jumped down to grab some milk, threw a pearl onto the TP platform and shot out of there. Poisoned and blind, of course. I drank the milk and realized I was sinking in lava, but I had fire protection IV armor, so I just swam up to one of the catwalks and headed home.
My heart was pounding and I lost a few years of my life. But I got it.

But Vechs has stated many times throughout his playthrough of UT2 that he only asked for the range/accuracy buff and that the firerate buff is a bit too much.

Okay, fair enough. But would it break the maps to actually be able to attack skeletons with a slight height advantage? Would it be a good change that would improve the balance of the game?
I suppose this is a little hard to answer without knowing exactly how the knockback is nerfed. I wrote a simple (i.e. quickly-hacked-together) mod that scales skeleton arrow knockback based on the rate the the skeleton is firing. The effect is best-explained with a table.
(gaussianRandom() is a Gaussian random function from 0 to 1; initial arrow speed is 1.6) Not really the most intuitive system, but I guess it works?
Firerate is the number of ticks between arrow shots. (20t=1s)
Knockback is sorta just a number. When the game applies knockback, it halves the current velocity, then applies the given amount of knockback horizontally and the same amount vertically. It also caps the y-speed at .4. I don't know what units the velocity uses, though, so I can't say what units the knockback takes either. Knockback from punch/knockback enchantments are calculated separately.
All values scale linearly from minimum to maximum with distance.
.4 is the default knockback for all (non-punch/knockback) vanilla knockback effects.
So effectively, the change halves knockback at most. Of course, to get a feeling for the physical effect, a video is probably much more appropriate... I'd upload one, but I spent too much time formatting that table.

Yeah, but it bothers me that they do so much knockback that it's almost impossible to approach them. In fact, the damage they do at close range is almost negligible, except that they knock players out of melee range. Between their new range/accuracy and their knockback in close quarters, they're the most powerful (regular) hostile mobs in the game. Does nobody else find this ridiculous?
Perhaps I was being a little vague with my question, but I was aiming more for a "Would this be a good thing?" rather than "Would this give me an unfair advantage?"

The story isn't bad, but the length will definitely offput quite a few players. Try to deliver it in small snippets throughout the game (i.e. "
