i think its probably due to the server client logic change that alot of modding mechanics were based off forge now.

Quite true. It's to ensure that multiplayer works. These days, I'm giving some thought to the upcoming Minecraft Mod API.
BTW, I still don't have internet at home. It really sucks.
But then how would the multiplayer somnia mechanics work ? everyone would have to sleep and IF ALL of them sleep with clock and they select different time then how ?

Pretty much the same way multiplayer sleeping works now. Everyone (in the same world) would have to sleep at the same time. As for the clock, my thought was that whoever has the clock is "in change" of setting the wake time. If multiple people have a clock, it will use the earliest time chosen.
Obviously, this requires some agreement between the players, but that's no different than the current way sleep works.

even on small servers where coordination is possible and everyone does want to it be difficult enough to get everyone to a bed just in case someone's gone mining or whichever, kinda been toying around with the idea that you'd have insomnia similar to real life, first day or so effects are extremely mild totally possible to ignore and not a big nuisance, after 48 hours you start risking falling asleep involuntarily and anything beyond like 72 to 96 or so i'd say you're doing a hidden dice roll for death.
don't get me wrong, everyone sleeping on a server does happen but in all honestly most of the time that only ever happens by voice chat request and those are on fairly small and controlled servers.

fair enough, i kinda had to figure as much as well, it's just sleep, it's almost not a thing in SMP, maybe if mojang ever stops being lazy about the plugin api i'll see about sleep deprivation side effects, but trust me, it's gonna be a long way off if ever, at least a few months before i could even seriously start, so i figured i'd see if you wanted the mechanics to implement yourself.

I dont know if it would be a little more work but could you add a notice in multiplayer that says: Player is sleeping (If have clock then: to wake up at (time))
