I have the same issue and i'm running a bunch of mods so here's a few things of interest:
the biome im in is called "Mesa"
my forge mob spawn controls by default has only default mobs activated for this biome and thats all i see
some of the mods im running include highlands biome, forge mob spawn control, extrabiomesxl, mo' creatures, twilight forest
