Forget it I had Forge installed.
I deinstalled Forge (and every other mod installed) and I still get more FPS without OptiFine L.

It's never been version specific, as it has happened in the past, regardless of what Optifine version I had used. (If I recall, it's even happened on my old computer...)
No idea what to make of this. The effects tend to be different from time to time as I use newer versions/Minecraft gets updated. (Last time, it was this giant black obelisk kind of thing of jumbled text.)

This is using latest forge. Same version forge and slightly older forge I tried. Only Microblocks has the issue in C4.

OptiFine has no limit on the size of the texture pack, however some functions use more memory than vanilla.
Mipmaps, AA and AF, Connected Textures, Custom Sky, Random Mobs and other need additional memory to load all the textures.
The other limit is the maximal supported texture size by the GPU. Minecraft 1.5 packs all terrain textures (blocks, CTM, mod blocks, etc) in one big texture sheet and it may become too big.
goes to show you were right sp! all those options reset my texture glitch whenever I toggle them so in the end I suspect a memory issue is whats causing all our headaches. Its a strange error though cause for me its regular and consistant. Other people are having the exact same issues but are unable to fix the issue the same way I am able to. Seeing how everyone has different ram set ups for thier systems they might not be able to fix a memory error the same way I seem to be able to. I think whatever is happening with the memory it is not quite as bad with my system and it is why when I reset any of those options you list above the problem corrects itself. Someone else with a system that has less ram available might be unable to fix the glitch.
The problem appears to be with Immibis Peripherals. It tries to load non-square textures via Forge special texture loading.
The bug is fixed in next version C5.

Some texture packs and/or mods have suggested I use this, but it seems it is really slowing my game down.
What happens is I will start playing, and within 5-10 minutes the game becomes unplayable (with or without texture packs).
The version I had installed was C4 Ultra, because I have a duo-core processor. I did go into my GPU settings and disabled Threaded Optimization.
My PC specs are:

Also, I manually installed Optifine after installing Forge, as I wasn't sure if you could just put Optifine in the /mods folder. Was this incorrect? GuiAPI has to be manually installed also (from what I read on Mo'Creatures Site), so I installed Forge > Optifine > GuiAPI.
Hmm could be IC² since it's a beta build right now
Edit: Ahh seems like IC² is a memory eating mod right now
I will take a look at the font problem.
Using CTM for the blocks in the inventory is more complex and may be delayed.
This is fixed in next version C5.
Coming soon: CTM biomes, height, walls, rails, iron bars
Not so soon: Biome specific mobs
Not sure: Custom Items Texture - this needs to modify a class which Forge already modifies a lot, so it is problematic.
