MCEdit. Move the schematics you make in the program into the McEdit scematics folder.
Is there a way to make a spawner that spawns hostile Enderman?
Short answer: No.
Long Answer:
The Anger is not the same type of tag for Pigmen (or even wolves, which is player based), which is basicaly a hostility True/False.
So Endermen lose their anger once the game is shut down and do not attack players who did not anger them.
However, you could theoreticaly predict where a player will be looking at a given time and attempt to spawn the Enderman there, which will cause it to go hostile.
I am using the Custom Spawner tool, and I have some questions.
I found out how to give a enchant to a weapon a mob is wearing, so in the "Weapon enchants" field I put "16 1" as in it will have "Sharpness I". But how do I give out more enchants? I want several enchants on that weapon, how do I apply them? I tried some way, can't get it to work.
After that, I also checked to use a Helmet and Legs. Those work fine, but I try to give them Enchants. I gave both "0 1" as in "Protection I" but it simply ignores it and does not give the items those enchants. Upon loading the schematic in the program that field is empty.

If all else fails, you could use SethBlings MCedit filters to create the items, then geared mob, then spawner, and load up the spawner in the custom spawner program to modify the spawn tags.

I will try that again, I swear I tried that way :/

Ooooh! I have found the problem. I tried giving the sword Unbreaking, which should work. But it does not work within this program. That was what caused the problem! Too bad :/

My program does not restrict what enchants can go on what. If it didn't work then you did it wrong.

I know where, but I can't seem find out what code it should be.
I just tried and put "2", where §2 = Dark Green, and that made the tunic completely black with the color #2. So I though that it used HEX code. So I tried to use "FFAA00" as color code but that did not work. Also tried RGB code, nothing.

Is it possible to make spawner wait let's say 10 minutes and then spawn 15 mobs very quickly, then wait 10 minutes again and then spawn 15 very quickly, and so on?
Maybe? It depends on how exact you want that to work and there could be several ways to do it.
Example 1:
A spawner with min/max delay set to 10 minutes that spawns 15 mobs all at once.
Example 2:
A low delay spawner in an isolated room with lighting controlled by a clock so it is only dark for a brief period every 10 minutes and then the mobs are given position data so they get transported out of that room.
Just one more question: is there an easy way to place a custom mob permanently in a place (with motion disabled and undespawnable so it waits for the player)? Currently the only way I know is to change coords to that place where mob should stand and then destroy spawner as soon as mob spawns... but is there a quicker way?
The motion tags just control their current velocity. You can't really control what they do after that.
If they are 'waiting' far enough away from the player then they won't move anyway because their AI turns off.
As for a quicker way to do it.. I don't know. Probably. A lot depends on the exact scenario and ultimate intention.
I'm having trouble saving schematics that I make, when I click the Create Spawner button nothing happens. I looked in the schematics folder included with the download (The one with Skel color test, Etc) and my schematic is not there nor in my original MCEdit schematics folder. Anyone know where the schematics might be or what I'm doing wrong?

Two possibilities. You are getting an error and didn't check the console window for it or you are trying to run the program from inside the zip file.
