Can somebody please make a texture pack for 1.5.1 with the old textures? (i.e, old dispenser, old sapling, old grass block, old leaves, etc.) If you could please post below.

Any of the many packs that give you back the old textures that were made for 1.5 and up will work for all future versions with no need of updating thanks to how the new texture system works. So you don't need one just for 1.7.4
and really, GOOGLE IS YOUR FRIEND. Is is really that hard to find them?

No, 1.5x packs are texture packs, very differently set up than 1.6.x.
1.6x and up are resource packs with a format that (so far) will work for all higher versions.

1.5 was unstitched texture packs
1.6 was resource packs with a bunch of stuff renamed
1.7 had a few more name changes, one of which being the sounds reorganization
1.8 will have the new skins (which break old default player skins in resource packs) and new enchanting table GUI (with different input layout)
So yeah, Mojang isn't too good with making graceful changes (without breaking compatibility)...... the worst part was the 1.5 texture pack system, I wish they would have waited a bit until the idea was fully realized, as it would save a bunch of issues when it comes to converting packs.

The "legacy" player skins from the server are indeed compatible, however the legacy player skins from resource packs aren't. If you play on the snapshots, look at a generic player head (or play offline/when the skin server is down) and you'll see that the skin is stretched similar to when they decided to change the canvas size of the of zombie skin (which could be another issue with converting older packs).
