One thing i've noticed recently is that even many of the best texture pack artist have uneven quality in their packs. While there could be other explanations, it's true that few artists are equally talented at everything -- I'm certainly not. I started to think about ways that texture artists could collaborate to fill in each other's weak spots, while not loosing control over or the identity their packs. The following is what i came up with.
Artists could lend part of their pack to another artist in exchange for part of the other guy's pack. For instance, Bob might have great Mobs, but a lousy GUI. Sue might have a great GUI, but lousy mobs. They could give each other permission to use the part of their pack that the other guy needed.
I think it would be best to credit the other artist-- with a link to a permission post, and provide a link on the packs page(s). I'd include the same info in a text file in the pack.
Of corse the problem is finding two people whose needs and skills fit so well together. It is somewhat unlikely, but on the off-chance i'll give it a shot.
What i'm willing to give:
No part of my pack is off limits for a good trade. EDIT: Also willing to make original content for your pack, within reason.
What i'd like to get:
I'm not a great animator, any high quality, 32x generally-faithful fire, portal, water and/or lava would help me out. I'm more concerned with it looking good, and matching my pack's style than being faithful.
I can do items, but for most of them, i don't have any special plans. I'd be willing to trade for sets of quality mostly-faithful 32x item icons, so i can focus on other things.
So, if you might have what i want, and want something i have, send me a PM, andwe'll see if we can strike a deal.

I certainly agree with you that texture artists have strengths and weaknesses. For example, at the risk of immodesty, I'd say I'm pretty good at stone bricks. They are pretty much my favourite blocks to texture, and from making them a lot, I get a lot of experience and practice on nailing the shading and texture for them. However, I am absolutely, positively terrible at both pumpkins and melons. There are some things I am pretty bad at, but nothing is as hard for me as pumpkins and melons. The only pack I think I've made melons in is my Homelands pack, but only because it is 4x4 resolution. I've made a few pumpkins, but only on my oldest packs, because the pumpkins have been waiting for a texture for years in those packs, but I still think they look ugly.

I'm a little confused by this part. You see to be saying that such trades are illegal and against forum rules and that going ahead and doing it is OK. The only relevant forum rule i can see is this one:

... Which i recommend following in the OP. So if there are potential rules violations here, i sure don't see them.
As for it being against the law, i don't see that at all. The creator of an original piece of art has the right to give whoever he wants rights to reproduce it under whatever terms he wants.

I'm constantly reminded of a teacher of mine in college, a former Disney animation. She said that at the beginning of working on a film, the lead artist would spend weeks on end teaching the rest of the animators how to draw in his or her style. I can see the same thing happening here. Yes, you'd get something good, but unless you took the time to teach the other person how to do it like you would you'll likely end up with something that looks like it belongs in another pack... because it does!
I'm behind the idea in concept. For example, I'd love to do block or GUI work for someone in exchange for them doing mobs for me for my current WIP pack. Not because I don't make good mobs... I just hate working one them.
Also... corner_g, you shouldn't be allowed to talk about legal stuff. You're not good at it. Any legal problems involved with this concept can be resolved simply by the author waving his rights on a case-by-case basis. Depending on your license, this can be done either by a simple "go ahead" on the forum, or with actual written and signed agreement. This is why it's important to be familiar with the license you use for your pack, and not just slap one on because it's the rules.
And even that aside, I think for this exchange thing it would be better to only use original works rather than something released in a texture pack. More of a "I'll make X for you if you make Y for me" kinda deal, rather than trading bits and pieces of our packs. Style certainly is a big issue. But as d3fin3d's HD font demonstrates, some content is more "universally applicable" than other. A font is probably the best case scenario a single font might work well in a large number of packs. Colormaps, and the environment/misc folder stuff might mesh with fewer, but a still significant percentage of packs. And so on down to blocks, which in most cases would only work well with a very narrow subset of packs (if any).
It also varies on the style of your pack-- some are more idiosyncratic than others. And many are united in some degree of faithfulness to vanilla -- or inspired by some famous, early pack. Those groups could find it easier to trade among themselves.

Oh god, not more of this. Is this a Minecraft Forum or a bloody courthouse? Am I, along with anyone else who may share a not-absolutely-perfect understanding of a varying subject going to get slammed for even mentioning a word that could pertain to the subject? For god's sake I mentioned the word law, without specifying which law or how it specifically pertains to this subject and get shut down right off with impunity like just-some 10 year old. How can I even be wrong when I haven't entailed what law I spoke of? And how is anyone supposed to discuss anything if they must be 100% correct about every topic they choose to discuss? Seriously, rub your legally enriched noses somewhere that it won't be blatant insults to people of a level that generally wouldn't understand it at the best of times. My point, whenever I mention such a thing is, be mindful of law, but I can't specify any, because law can vary depending on the location. I am not the one to start going in depth, but my post that has a law-related word gets dragged down to a level it was never supposed to be at, and I am suddenly expected to be some lawyer that doesn't know what he's doing? No, I am simply a moderator on a Minecraft forum, and have never had any involvement in any sort of legal education, which means that what I know of law I've learned myself. That said, I have no defence, and openly admit I have absolutely no understanding of general law other than that it exists and that, in situations like this, people should mind it and make sure they do not violate it. To reiterate, I will never again speak law, as I admit I have no understanding of it, but please, don't expect everyone here to understand it, considering 90% of the population here is below 15 years of age, where they would have less of an idea of law than I do, and many would speak of it regardless. I'm aware that both of you are old enough to be much knowledgeable on the subject, but be aware of the fact that you are dealing with a community that is generally not, so don't expect it, and don't post insulting retaliations, because the topic will come up, but those who say it won't know enough to satisfy you, but also don't know much about it.

On a more on-topic note, I also stated that I think this would be a good idea in some ways, and I know what you mean about some textures being difficult for some people. So, if I were to want a melon or pumpkin texture in 64x64, what would I need to do? Would I apply for a list? Offer a texture of my own to trade? If the latter, would I need to find someone first and ask what they want in return? My Definitance pack lacks a decent pumpkin texture and a melon texture, so I could very much use both. However, I am good at making stone bricks in various resolutions, in my opinion, in comparison with other textures. So could I just have a stone brick texture added to the opening post, and have it up for trade for a pumpkin or melon texture? Essentially as a price for it? Or would this work as an open discussion topic similar to the TAU, where I just post asking for a melon or pumpkin texture and people take it from there? with law rules behind, I'd be interested in getting a pumpkin and melon texture that I could at least use as a placeholder until I make one sufficient, but I'm not sure how to go about it.

(I would tell you to see Serene Scape for examples of my 16x16 mobs, but the last mob I did for Serene Scape was the creeper, and it was in July, so it may not represent my texturing now)

To be honest, 16x16 is my favourite resolution to do mobs in, with the exception of Steve, since I always have an urge to add an HD denim texture to the jeans. Are there mobs in particular you would need done?
If/when I can get my laptop back up to snuff (it just died on me again today, and I just now got Internet back working on it) I'll give this a shot.
But as for what you could do, basically any of the passive mobs. I hate working on horses particularly, so if you wanted to take a go at that I'd be super grateful. Otherwise yea, any passive mobs. Well... except for the pig. I have an idea for that one. I think any of the rest would be great though.

I feel as if I should point out that the new resource pack system makes it so that everyone can contribute to an overall 'collection' without actually merging all of the art and such in one pack. Might be a little harder for people to install half a dozen packs than to just drop one in place but you preserve all of the artist credit.

This doesn't seem like such a bad idea... but there is one thing I'd be curious about... say that I get someone to a block texture for me, and I think it's perfect, except there needs to be a little more blue, or that one bunch of pixels stands out a little to much... so I edit it myself... would that really change anything as far as permissions? I'd immagine it would depend on who you were trading with.
And as mentioned before, there's the issue of style, but I think a good texture artist can usually emulate other's styles without much trouble, as evidenced by all the discontinued packs that are being kept up and textured for by people other than the original creator. There could be a bit of trouble if you work for hours on a set of textures for someone else, only to have them say "that just won't work" or "this just won't fit".
I'm just pointing out some negative elements, but all and all, it seems like a good idea to me! I'm surprised that there aren't more people assisting eachother on WIP packs instead of ressurecting old ones.
So I guess I'll go ahead and say what I'd be up for trading, just for the record: I need help with:
-Normal resolution Mobs, specifically passive animals
-16x Items, minus the weapons and tools
I can help YOU with:
-16x blocks of any kind
-MCPatcher stuff, such as lightmaps, CTM, and custom animations -Also sound effects!

Technically that would depend on whatever agreement you had. But my opinion is that nearly everyone would consider that tweaking their graphics does not transfer ownership.
How about you make half finished textures instead, leaving the detail work for the other party (the pack owner). Then it will take less time for the other artist and you still get to leave your personal mark. It would be more sharing ideas and unique designs that you might not have thought of yourself. It would also be easier to say "no thanks" when you are not happy with the other artists work seeing how less time was spent creating the texture.
Ofcourse when it comes to animations it should be the other way around, you supply sufficient starting material, preferably the first frame of the texture.
Supplying the other party with a base palette could also be good, even if it's jsut one color.
I wouldn't want anyone to make finished textures for me though, I'd be willign to make some rough sketches for people if they are/were stuck in a rut on a certain texture. And I'd probably accept help with some textures where my creativity is lacking.

And as mentioned before, there's the issue of style, but I think a good texture artist can usually emulate other's styles without much trouble, as evidenced by all the discontinued packs that are being kept up and textured for by people other than the original creator. There could be a bit of trouble if you work for hours on a set of textures for someone else, only to have them say "that just won't work" or "this just won't fit".
I'm just pointing out some negative elements, but all and all, it seems like a good idea to me! I'm surprised that there aren't more people assisting eachother on WIP packs instead of ressurecting old ones.
So I guess I'll go ahead and say what I'd be up for trading, just for the record:
I need help with:
-Normal resolution Mobs, specifically passive animals
-16x Items, minus the weapons and tools
I can help YOU with:
-16x blocks of any kind
-MCPatcher stuff, such as lightmaps, CTM, and custom animations
-Also sound effects!
Technically that would depend on whatever agreement you had. But my opinion is that nearly everyone would consider that tweaking their graphics does not transfer ownership.

Ofcourse when it comes to animations it should be the other way around, you supply sufficient starting material, preferably the first frame of the texture.
Supplying the other party with a base palette could also be good, even if it's jsut one color.
I wouldn't want anyone to make finished textures for me though, I'd be willign to make some rough sketches for people if they are/were stuck in a rut on a certain texture. And I'd probably accept help with some textures where my creativity is lacking.
Because I am trying to make a sandstone texture, but I found a texture that fits a lot in my pack....
That's a lot of work, that i'm not volunteering to do.
I recommend formatting the trade part of your post something like mine with bold headings to make it easy for people to browse.
