To be blunt, I think that adf.ly has a detrimental effect on the modding community as a whole, for a lot of reasons. I personally refrain from using it, either going for the DDL link or using de-adfly if there is no option.
If I like someones work and use it in-game for some time, then I donate to show my support. I respect the work and effort most mod developers place into their mods.
Fortunately (for me at least), the api mod repository that mojang is working on will put an end to the matter entirely.

I see no problem what so ever with using adf.ly...
As a skilled artist who understands how long it takes to develop good quality artwork, I can see how people would want to make a buck or 2 on the side. Making a serious texture pack takes a lot of time. I've already invested about 2 weeks into mine, and it's not even remotely done.
High quality work takes a full time job worth of effort, and anyone complaining they don't want to sit through the silly timer needs to stop feeling so entitled.
Ironically, on that note, when I release my texture pack (Shameless plug) I have no intention on using adf.ly, it'll just be a direct link, directly off my personal high speed webserver.
If I did use adf.ly, I would offer a direct download as well, but the hard truth is; for the amount of work put into some of these higher end packs they actually *do* have the right to only supply an adf.ly link, and you should just deal with it.
Now, I do agree those people who put the screenshots and any of the other media behind adf.ly are being greedy morons. But if they want to hurt their texture pack marketing, more power to them. Let their texture pack fail.
I do think people who slap together packs that can be completed in a week are silly for putting adf.ly only links, but hey, we will have no right to complain. If you really can't stand the 15 second ad, don't download it.
Just my 2 cents, I just feel people don't respect the amount of time it takes to do quality digital artwork, it's very unappreciated. You don't just slap together (even crappy) texture packs in a day or 2. Even completed junk-packs still probably take a week or 2.
EDIT: I should probably clarify that I think people who make garbage packs (Remixes/recolors/etc with no original work) are silly for putting them behind adf.ly, and it probably isn't very ethical to do it..

Not the whole argument, stop stirring the pot. My points are still valid, even if you don't see the context (or, even if I am out of context).
But regardless, my opinion still stands on it's own, a lot of people in this thread who are absolutely anti-adf.ly are just being self entitled impatient kids who don't understand the amount of work/skill required to make a good texture pack.
Since this thread is going to stay around (apparently), I'd like to chime in again.
While my previous statement about not begrudging people for wanting to make money from their work still stands (see page 2), I also feel compelled to point out why I'm not even considering using it for my own pack.
The long and short of it is that adf.ly allows its advertisers to engage in shady business practices. I've seen multiple ads that just say "Download Now" in an attempt to trick people into installing programs that are likely adware or malware. Even one "legit" product that I've seen, iLivid video editor, is an ad-supported application that will change the user's homepage, default search engine, and install adware- and spyware-style toolbars if these things aren't opted out of upon install.
As a side job, I help people with computer problems remove adware and malware that they've managed to get their machines infected with. Sometimes this just means helping them install a program like MalwareBytes, other times it's much more serious and involved. I've seen first hand how much grief this crap gives people, so I can't in any good conscience use a services that helps to propagate the stuff... even if it means I'd be making money.
If adf.ly ever got rid of the shady advertisers, I'd be all for it. As it stands, this is the one reason I steer clear of all adf.ly links right now. Sorry

You are absolutely right, that is a dynamic I didn't consider. Mainly because almost all "Wait to download" style advertising is like this, so I guess I've gotten so used to it that I don't even pay attention to all the mock "download now!" ads.. because they're the same thing you see on places like fileplanet, and the other big name download sites. That actually reminds me of the one on adf.ly I did feel crosses the line, the ad itself has it's own built in countdown timer, and when the "skip ad" button popped up, the ad below at the exact same time popped up a window that said "Download Now!!!". *That* crosses the line.
I think that goes into a much bigger topic though, I think shady internet advertising shouldn't be allowed at all, but who's going to regulate it? :/

To offer my 2 cents worth since it is up, Adf.ly and other money producing file hosts should be allowed with certain conditions, and this would only work if they were strictly endorsed by moderators as well as member. It should only be allowed if 1. There are no textures that are property of anyone else, with the exception of Mojang, as their textures may work as a template. 2. The textures are original, and the default textures are not overused in default edits (due to the existence of good default edits and enhancements, one could contact a moderator for an appeal). 3. No third party sources (google images, etc) are used as a base for textures.
