I have been playing on game servers and Minecraft servers for a while now and while I'm fairly new to the Minecraft scene I have had servers with 3 different provides. Notchy.net, Gameservers.com, and a VPS host. I have to say that out of the 3 of them I see the most performance out of Notchy. Notchy's setup process was instant and didn't take anywhere near the amount of time that GS nor the VPS host did to allow the server to be up and running and ready to play on. They also has some of the best prices I've seen and I've talked to their live help to ask questions about the services and got very helpful and honest answers from them on their service.
I'd personally give Notchy two tumbs up and have recommended them to a few friends of mine who asked about servers!
Awesome server hosting company. 10/10 all the time. This host is always up and is constantly impressing me with its absence of lag. I would recommend this server to anyone who is looking for a new host or is wanting to change to someone really impressive.
Purchased a server with them, took forever to set up, was laggy from the start (10TPS with no one on it) and was an overall horrible experience.

Bit pricey. I've seen hosts sell at $4/GB for the same server specs and sale quality support. What makes you guys so different? Every company says they're based around the client so how do we not know you're one of them? I'm look at another host now and they're charging $3.50/GB for the same specifications as stated above.
EDIT: Tried out the live chat. That was a bad idea. I had to fresh the page every single time I needed to post a new message. Support never replied even after they joined the chat. They spoke the pre-written script and that was it!

I was using Avante Hosting at first, then Beast Node. My server was really laggy on both and it crashed pretty often. I've been with these guys for 2 months now and I'm impressed with the quality and support that they offer. Seriously worth the price. And they give free dedicated IPs to so you don't have to pay extra.
The only trouble I had was installing Feed The Beast on my server. I tried for 3 days and gave up and contacted their support on live chat and they did it for me and reset my billing period. That was awesome of them and now my server works really well and has never crashed :D.
I set up an account a few days ago. It was a bit of trouble but the support was cool and they got it going. FTP access was a bit iffy, i think you have to use active. But my biggest complaint is that I have been down all day today. It might have been longer but I didn't get on last night. I submitted a ticket but have not received a response. I updated it twice requesting to get a status but have not heard anything. When it was up performance was decent, but I can't have thins thing going down during the time I play most with no response. Live chat has been offline all day as well. I don't know how the 99.9% uptime was calculated, but it is not accurate.
The multicraft client is down and I cannot connect via ftp. At this point I cannot recommend this service. Might be better off going with one of the bigger hosting places that have more experience and a bigger support staff.

We don't have any test servers, but you can run ping/trace-route tests on 64.237.43.130 or 108.61.9.98
