I have around 10 plugins that I want to install, would I still be able to run a 24 player server with no lag/crashing? And if it did would taking it down to 20 players be feasible then?
I would go with the 1.5GB plan, it leaves you room to expand as well.

Hi I'm new to this whole making a server nonsense (well not nonsense pretty important to me actually...) and on of my friends (actually i just found him off of a server I found told me about this great server hosting service and im like okay yeah..... so basically what i have been trying to say is that is there any way you could tell me how your FTP works and how to access it. They use Multicraft, an online control panel for your server. When you log in you have access to all your server files, just as if you were hosting it from your own computer. You can upload your own files, plugins, etc. You can create new directories and files, by just clicking a button on the sidebar. Also if you have lots of files, you can put all your server files that you have on your own computer into a ZIP file and upload it to the FTP. Then Multicraft will extract and upload everything for you exactly the way you compressed it. This might be a little confusing, but once you figure it out, it is quite simple.

You can use the Multicraft Panel FTP. I personally use Filezilla, it's a FTP client software. I need it because it's easier to manage my files with Filezilla and I also use FTP to access my server's website.
How much RAM are the test servers running on? And I keep adding plugins to my server list, so could I still host 24 players with 15-20 plugins?
Possibly, I have a 3 GB server running almost 50 plugins. Even when we get up to about 20-25 players, there's no lag. Of course it depends on the plugins. Some plugins may take up more RAM, some may take up less RAM. You just have to test it out and adjust.
