Their lowest plan is 5x the speed you are getting, and if you are really getting 5mbps upload you should be getting 15-20 mbps download, as that is how their plans scale.
So I re-did the check this morning, and things have gotten worse. Ping has come wayyyyyyy down.
Which is weird, considering that last night, when I did the test, I had a 30 min 3 GB video uploading to YouTube and got a ping of 49, when now I'm not uploading or downloading anything. I know it's not because of heavy Internet traffic in this house, because my sister is asleep, and my mom is just browsing Facebook on her phone.
Our neighborhood's 10 year contract with Comcast ended on January 1st. We rent, so the owners of the house we live in signed us up for a new Comcast Internet plan. They must've signed us up for the slowest plan, when we were getting the highest plan before, with our HOA deal.
But now things are going according to what you guys said. My download speed is high, while my upload speed is low.
And if you're uploading/downloading something, of course you're internet will be bad. .-.

Am I reading you correctly? Your upload might be a little slower today, but that's not anything to be concerned about. However, your download is over 10x faster.
Ping is the time it takes you to communicate with another system.
Download is how much data you can receive every second.
Upload is how much data you can send every second.

OF COURSE when you're actually using your internet this test would appear 'worse'. That's because those resources are being USED.

From what your screenshots are showing, the exact opposite of what you're saying is true.
Your ping is better. Your DL is better. And the change in UL is honestly negligible, you could probably retest and see it fluctuate that much.

Whatever the screenshots say, I wasn't having these problems last night. Right now, I'm borrowing off my neighbor's AT&T wifi, which has a ping of 32 and is being much faster than my Comcast, which has a current ping (I checked 10 mins ago) of 20.

Exactly what are you meaning by faster? And using someone else's internet without them knowing is technically illegal.

If you're sure that no one is using your internet and you have this problem, just call your ISP and tell them. It's kind of their job to make sure your stuff works.
Your internet is fine. 15Mbps down and 4Mbps up is comcast's standard "blast!" plan. You obviously won't get exactly that, but anywhere between 8-15Mbps down and 2-5Mbps up is normal.
Blast!+ is 24ish down 6 up (what I have).

It's normal for speeds to be different. Some days will be slower for various reasons and half the time it's the whole neighbourhood (on the same ISP)
