I am having a predicament that really only affects me.
First I should give some background. We have comcast internet and normally get around 20+mbps download and around 5-6mbps upload, with a top download speed of 27mbps. My desktop is hooked to the router with the use of a powerline (ethernet over power cables). Now for whatever reason-(this started on Saturday)-my download speed has dropped too 1-2mbps, while my ping and upload speed have remained the same. Now to isolate the router/modem, on a desktop that is hooked up directly to the router (no powerline) it gets a solid 20+mbps. I have also switched the ports which the two ethernet cables are connected too and I did not recieve a change in speed. This puts me at the position to assume either 1 or 2 of the ethernet cables (first one is router to powerline adapter, second is from powerline adapter to my desktop) or its my desktop.
So could someone help me regain my download speed?

Well I just tested the ethernet connection on my laptop (which my not have up-to-date drivers but who cares) and it recieved the normal amount of ping and upload as normal but it got around 5mbps download. This puts me to think that my intergrated network on the motherboard is not working correctly. If that is the case what is the best price to performance ratio card?
I have the same comcast internet plan as you. Had the same problem where the speeds dropped to like .5 on dl and up. About a day later things were back to normal.
Basically what i am saying is that it doesn't seem like a hardware problem. Call comcast if the problem persists for too long.

After some work on the boxes down my street the speeds dropped so slow I couldn't load any webpage ( Even sites like Google without pictures or large amounts of test ) on ethernet or wireless with any number of devices hooked up to the network. I spoke with a Comcast representative on the phone and after having the signal re-sent the internet was back to the old speed. I can't guarantee this will work but it's worth a try.

But There is a reason I think its my desktop because I did a speed test on the same server with a different desktop and it got a solid 26mbps
1) Don't forget that your provider(steam, torrenting, ect) has to have a high upload speed too in order to get a fast download speed
2) Most speed test website lie to you.
Isolate the issue. If you connect a different computer through the same powerline ethernet configuration, do you experience the same problem? If you do, then the issue is the powerline ethernet adapter. Connect the computer that is having the issue directly to the router. Does the problem persist?

That is what I am doing. Ive Tested my laptop on the receiving end and I got around 5mbps. I think it was that low due to generic drivers
