I have a single GPU (Radeon 7950) in the correct x16 slot on the z77 extreme4 mobo and from there I have a DVI cable that runs up to the monitor. The GPU functions fine, there are no problems with the mobo or other components. I have been fighting a battle for a connection to the monitor and I have given up. I have tried HDMI and DVI, but there is still no signal. I have turned on the monitor and then the computer and vice versa. I have moved the GPU to other PCIE slots. The PCI 6 pin cables are working. I think my monitor is the problem. I tried bringing up the menu but it wouldn't come up. This issue has brought my new builder's mind to its knees. Help me, please. I must get a working connection to the monitor. Thanks

it will see if the monitor actually works. just try plugging it into the motherboard port(s) (asrock Z77 Extreame 4 has hdmi, DVI, and VGA, so try them all if possible and try booting into bios, the motherboard may not want to use the card because of a setting telling it to only use on board graphics, or cant see the card because PCI-e somehow got disabled.

How could I see BIOS without a display?
I am starting to believe it is my monitor, too. I hit the correct key to open up the BIOS and nothing showed up. Unless I need a display.

ok, lets start from the beginning, do you have a 2nd desktop you can use to test parts? if you do toss the card in there and see what happens. if not then the card may be faulty.
also, have you plugged the monitor into something else like a laptop or a second desktop? you claim you know your hardware is good, but if you can test a GPU, you can definitely test a monitor.

I do not have a 2nd desktop. The only laptop in the house is a MacBook Air (no valid ports).
I took out the GPU and plugged the HDMI cable into the mobo, booted, still no signal. I tested the RAM, booted, still nothing. I am very lost.

Sounds like it isn't the GPU. If the GPU is out and the HDMI cable is plugged into the motherboard, and no signal is being received, then the GPU isn't the problem.
OP, disconnect all of the disk drives and HDD/SSD's from the motherboard, and take out all but one stick of RAM from the motherboard. Try booting again. If it doesn't get any signal, try another stick. Keep doing this until you've tried all of the RAM, or until you get a signal.

The socket that the CPU is in. A bent pin or two could be your problem. Triple check that the CPU has it's power cable plugged in and that the main motherboard connector is seated correctly.
If the PSU isn't putting out the right amount of power, it will stop the system from doing anything.
If reseating the cables doesn't fix it, you'll have to pull the CPU out and check to see if any pins are bent.

CPU - i5 3750k
GPU - Sapphire Radeon 7950
Mobo - Z77 Extreme 4
Storage - WD Caviar Black 1TB @ 7200 RPM
RAM: GSkill DDR3-1600
PSU - Rosewill 750w (Not sure of exact name, non modular)
Monitor: Asus VS239H-P 23" w/ DVI, VGA, HDMI
Those should all work together flawlessly... Rosewill isn't a good brand, but it should be putting out enough power for that system..
Could you remove the CPU and check to see if there are any bent pins?
I removed it, I did not observe any bent pins. I did put the CPU in very carefully, too, I just lightly set it in its place. The arrows are aligned.
