So, my friend is getting a computer for his birthday, and knowing how I'm a bit of a computer nerd he decided to ask me to help him out. He said he probably would have about a $1000 budget to build a PC so here is what I came up with:
Are there any improvements that I could make, or is this build going to be reliable. He has a monitor, mouse, and keyboard to use already, so that wasn't included. I included the OS because he likely doesn't have it. Thanks in advance for any help!
Get a 500-550w psu, and windows 8. Also maybe a case that isn't so ugly and old, unless he likes the look. The corsair 200r is a good choice. Much more modern in features for the same price.
Maybe Corsair? They are just rebranded SeaSonic PSUs, which is the highest quality PSU you can get.
I'd recommend Corsair for any PSU, or SeaSonic. Either are top quality.
Seasonic only makes some Corsair PSUs. I know the CX are way below the quality standard of the corsair seasonic PSUs, and man others are also made by different OEMs, though not necessarily lower quality.

I don't even count the CX series as a true PSU, it's obviously their lower end of the line. I know it isn't the best for the budget but get a TX650 or something.

It's faster, less resource intensive, will get updates beyond windows 7, does everything windows 7 does, and is still cheap now. And you don't need to ever see metro.
A better PSU, such as XFX, Seagate, Maybe Corsair, and Silverstone heck, even Rosewill hive.
Look, OCZ is a decent brand, I thought everyone cleared that up last time you acted like OCZ was Diablotek. Corsair is also good, I shouldn't be seeing a "maybe"

That modXtreme pro is just as reliable as any high end PSU. Trust me. I went through pages and pages of reviews and tests on it. Wanted to make sure I didn't get my friend a POS. I don't know why OCZ is hated on so much. Is it for their bad SSDs?

I really don't know, I even have a OCZ ZX 650 in my rig right now, and it's doing just fine. I think it actually is because of their SSDs, because people are very careful about reliability in products like PSUs, and having some SSDs that aren't reliable, is like having a criminal record when trying to apply for a job, for some people.
The ModXtremes are dual-rail which already removes them from the equation, the ZT series is fine but you can get the better Seasonic units for the same price or $5 more and the 550W fatality is sold out. They don't really have anything on the market right now.
The rail numbers don't mean much. If it is made by a good company, the power will be distributed correctly. That argument is invalid.

The decent ones, and then another OEM makes the "i" line of PSU's which are still top quality.

You can drop the unlocked processor and the unlocked mobo if you want an SSD.
