Honestly I believe having more RAM for Java to use is better. I have a AMD 7770 2GB card and only 80fps max. Playing with mods by the time I build a bunch of stuff I am down to 30. Other specs 3.0Ghz AMD Athalon II 4 core and 5 GB of ram.
Because it runs iRacing quite nicely at at minimum 70fps rendering every car in the field with upward of 120fps with 30+ cars on the track. If Minecraft was programmed with a C lanquage, and used Direct X instead of JAVA and OpenGL I would get that, and then some. For $700 I have run every game I have bought at max settings with a decent FPS for 3 years. Building another system hopefully this year. Just need about $1500-2000.

If Minecraft were programmed in C++ or C# it will still run badly because language is irrelevant to a point. Notch never meant for Minecraft to turn into a full-fledged game that would sell, so there's a lot of code that was done quickly rather than carefully. If it used Direct X, it also wouldn't work on Mac or Linux devices. I'm sure you can see why that's not good.
To help out though, the problem isn't your graphics card. You need a new CPU, the Athlon II architecture is old. Even my Phenom II is a bottleneck for Minecraft, due to it's low single core performance. The cheapest solutions would be either a Haswell i3, or an FX 6300. Technically you could even go with a newer Athlon X4 750k, but a 6300 would probably be a better investment. Both would require a new motherboard, since I assume you're not on AM3+.

Your GPU is what renders your screen, a CPU can't do that.

What's the rest of your specs? We need to know if your power supply can supply enough wattage, what size of graphics card your case can fit, etc.
That's the fan that cools your power supply, not the power supply itself.
