Ok, so I would really like to make an awesome mod banner, so I would like to know what FREE program is the best for that? Also, if you could include a tutorial on how to use that program to make one, that would be awesome!

Paint.net is the best one for windows, it can also be used with another program called GIMP to make it look even better.

I've tried GIMP but how do i put pics into it?

Gimp has a built in logo/button scripts located under File tab. But you can drag pictures into gimp if wanted, they will become a new scalable transparent full working layer.
