So for my new PC that is coming I have no idea what the sound card is. All it says is " Onboard HD 7.1 audio".Could that support a Logitech 5.1 surround sound setup?

Ya everything will work fine and most onboard soundcards are of decent quality.
They've gotten better but any $30 sound card can beat any onboard outside of high end x58/x79 boards. So, they are decent if all you want is sound. If you want good sound and have good equipment onboard will not cut it.

depends on if you use digital or analog sound output. If you are using digital (HDMI, SPDIF (coaxial/optical), etc) your sound card matters very little.
